The simple answer is that the U.S. has many enemies as a result of foreign policy decisions that are unpopular in certain circles.
For example, the U.S. had a presence in Lebanon after the 1982 Israeli invasion to push out the PLO and other hostile elements that were launching rocket attacks against civilian centers in Northern Israel. The U.S. presence was unpopular and to force us out, suicide bombers launched attacks against the Marine barracks and the U.S. embassy.
