Here is my answer...
To integrate something you bring several things together. In the USA when we talk about social control and crime prevention that would be the police, the prosecutors, the courts and the citizens. If it were non-integrated it would be one of those agencies acting as one without help. "A one-man crusade".
In the future, if you want faster responses and more than one answer to go by ask your question to several of the "xperts" directly. Some of us are to busy answering questions that were sent directly to us that we don't take the time to check the question boards.
