Anyone can look at Scientology's 1023 forms. You can either contact Scientology in Los Angeles and look at them there (I wound up sitting in Moxon's office with some guy named Morrow starting at me while I looked through them), or at the IRS tax exempt office in Washington DC (you need to give them 10 days' notice so they can dig out the boxes before you get there). I've done both.
It is a requirement for non-profits to provide their 1023 forms to any public person who wants to view them. Interestingly, there was MUCH less stuff in Moxon's office than there was in the IRS office, even though I assume they are supposed to be mirrors of each other.
You can ask for copies of any pages you want to see. At Moxon's office I marked the pages and paid I think 10 cents per page, and they mailed me the copies (they really did!). At the IRS I think I came back the next morning for my copies. You can at the IRS (if I remember right) bring your own copying device.
