Sec. 18-52. Personal conduct.
(a) Preservation of property. No person shall destroy, injure,
deface or disturb in any way any building, sign, equipment, marker or
other structure, tree, flower, lawn or other public property on the
airport.
(b) Disorderly conduct/breach of the peace. No person shall commit
any acts which are of a nature to corrupt the public morals, or
outrage the sense of public decency, or affect the peace and quiet of
any person who may witness them; or engage in brawling or fighting; or
engage in such conduct as to constitute a breach of the peace or
disorderly conduct.
(c) Picketing, marching and demonstrating. No person may walk in
any picket, or take part in any labor, political or other
demonstration on the airport without first having obtained written
permission from the board of county commissioners. If granted, such
written permission shall specify the area of the airport on which
picketing, marching or demonstrating shall be permitted, the date and
time such activity shall be permitted, the number of persons who shall
be permitted to engage in such activity, and any other conditions
which the board may deem necessary for the safety of persons and
property or for the efficient operation and security of the airport.
Any permitted picketing, marching or demonstrating shall be conducted
in a peaceful, orderly and lawful manner without physical harm,
molestation, threat, or harassment of persons, obscenities, violence,
breach of the peace, or other unlawful conduct; without obstructing
the use of the airport by others; and without hindrance to or
interference with the proper, safe, orderly and efficient operation of
the airport and the lawful activities conducted thereupon. Any
authorized picketing, marching or demonstrating shall be conducted
strictly pursuant to all conditions outlined in the permit issued by
the board.
(d) Solicitations and polls. No person shall solicit business,
alms or funds for any purpose or conduct any poll on the property of
the airport without first having obtained a permit from the board of
county commissioners. Persons who have obtained such permit may
solicit or conduct polls only to the extent and in the manner
authorized by the permit.
(e) Gambling. No person shall conduct gambling in any form or
operate gambling devices anywhere on the airport.
(f) Firearms, explosives and inflammable material. No person,
except peace officers, duly authorized post office employees, airport
and air carrier employees or members of the armed forces on official
duty, shall carry any firearms, explosives or inflammable material on
the airport without the written permission of the airport director.
(g) Animals. With the exceptions of those animals authorized by
F.S. § 413.08 and police dogs, animals are not permitted in the
terminal building, landing areas, ramp area, aircraft parking and
storage areas and gasoline storage areas of the airport except for
shipment by air.
(h) Radio interference. No person shall operate any equipment or
device on the airport which will interfere with any aircraft, radio
communication frequency or any aircraft navigational aid.
(i) Smoking. No person shall smoke or carry lighted cigars,
cigarettes, pipes, matches or any naked flame or fire in or on any
fuel storage area, public landing area, ramp, apron or aircraft
parking area, or in any other place where smoking is prohibited by
signs or within 50 feet of any fuel carrier.
(j) Operation of aircraft machinery or equipment. No person other
than an authorized airport employee shall operate any airport
equipment except in exclusively leased areas.
(k) Storage of flammable material. No person shall keep or store
any flammable liquids, gases, signal flares or other similar material
in the hangars or in any building on the airport except in those areas
approved for such storage by the airport director.
(l) Storage and disposal of lubricating oils. No person shall keep
or store any lubricating oils in or about hangars or buildings on the
airport except in spaces specifically approved for such storage by the
airport director. No petroleum products or objectionable industrial
waste shall be dumped or be permitted to drain into ditches, drainage
areas, sewer systems or storm drains.
(m) Distribution of literature.
(1) At any location on the premises of the airport, including the
terminal building and its sidewalks and parking lots adjacent thereto,
the sale of products or services, or the advertising of products or
services for sale on a commercial basis, shall be deemed to constitute
a "solicitation" and the provisions of subsection (d) of this section
shall apply.
(2) The distribution of any printed matter, including but not
limited to circulars, fliers, pamphlets, and tracts, by individuals or
groups exercising their "free speech" rights and not of a commercial
nature and for which no payment is solicited, shall require a
distribution of noncommercial literature permit issued by the airport
director, representing the board of county commissioners as airport
proprietor. The permit shall specify the time, place, and manner of
such distribution solely for the purpose of insuring the orderly and
efficient flow of passenger traffic and to promote maximum utilization
of the terminal building facilities for the public interest and
convenience.
