some large fraction of the total population is composed of
these "anti-social" characters, variously cited as 2% or 20%.
Hubbard listed 12 traits of the SP, such as talking in
generalities, criticism, and so forth. SPs are formally
"declared" with a goldenrod issue, and lists are kept of
these dangerous people. Ars has adopted its own SP levels as
a badge of honour; in Scientology, there are no levels of SP.
SPs create PTSes, people who are influenced by them. See MU,

Many accusations are made against individuals in a SP Declare.
This document is presented here for historical purposes and
any claims in it should not be assumed to be true. Many former
Scientologists have reported that false accusations were made
against them in their declare in order to get them out of the cult.

ALAN WALTER is hereby declared a SUPPRESSIVE PERSON.
He has been found to have committed the following Crimes
and High Crimes (Suppressive Acts):
_CRIMES_:
1. PLACING SCIENTOLOGY OR SCIENTOLOGISTS AT RISK.
2. USING SCIENTOLOGY HARMFULLY.
3. ORGANIZING OR ALLOWING A GATHERING OR MEETING OF STAFF
MEMBERS OR FIELD AUDITORS OR THE PUBLIC TO PROTEST THE
ORDERS OF A SENIOR.
4. SPREADING DESTRUCTIVE RUMORS AGAINST SENIOR SCIENTOLOGISTS.
5. CAUSING A STAFF MEMBER TO LOSE PRESTIGE OR BE DISCIPLINED
BY GIVING FALSE REPORTS.
6. IMPERSONATING AN EXECUTIVE STAFF MEMBER.
7. FALSELY DEGRADING AN AUDITOR'S TECHNICAL REPUTATION.
8. FOLLOWING ILLEGAL ORDERS OR ILLEGAL LOCAL POLICIES OR
ALTER-IS, KNOWING THEM TO BE DIFFERENT OR CONTRARY TO
THOSE ISSUED BY THE INTERNATIONAL BOARD.

REASON OF LEAVING AN ORGANIZATION, A LOCATION OR

6. ORGANIZING A SPLINTER GROUP TO USE SCIENTOLOGY DATA OR
ANY PART OF IT TO DISTRACT PEOPLE FROM STANDARD
SCIENTOLOGY.
7. PUBLIC DISSEMINATION OF FALSE OR FORBIDDEN OR DANGEROUS
DATA.
8. SEEKING TO SPLINTER OFF AN AREA OF SCIENTOLOGY AND DENY
IT PROPERLY CONSTITUTED AUTHORITY FOR PERSONAL PROFIT,
PERSONAL POWER OR "TO SAVE THE ORGANIZATION FROM THE
HIGHER OFFICERS OF SCIENTOLOGY".

At the first Mission Holder's Conference on 6 November
1981, Alan Walter organized a squirrel group engram running
session. Such group engram running sessions are stated by
LRH in HCO PL 2 Apr 65 URGENT URGENT URGENT - FALSE REPORTS
to be unworkable, and also stated in this PL is the exact
tech which should be used in its place. Thus Alan was not
keeping Scientology working in organizing these sessions.
Alan also promoted the use of the tapes made of these sessions
on Flag to show to the field so group engrams would also be
run out in the field. This is also out tech.
At the second Mission Holder's Conference Alan stated
that the "Get High on Yourself" show had gotten no support
from the Church, which is false.
Alan also stated at the conference that he'd confronted
Scientology for four years and found it was a suppressive
group and disconnected. He also expressed views designed to
promote the idea of intimidating "Management" into changes.
Alan made the following statements, "I don't agree we need to
ask management for the okay to do a . . . thing. I'm not
asking any more. I'm telling. At the last meeting Dean and
I took Jens (CMO Int Msnaire) out of here here [sic] because he
wasn't doing it the way we wanted him to do it--then we
started beating the shit out of him right there. . . do I need
to get 30 or 40 of you guys out to California (spoken to the
CMO), we knock on the door and say we're here. We're going to
. . . I don't think we need to take it any more. I'm not
asking for mutiny I'm asking for the ethics presence to be
brought back here (of the Msn Holders)."
Alan also made statements against auditors which were
generalities and invalidations of auditors and training.
"I met the guys, the so-called super auditors--Put them on
public lines and they didn't last a week . . . they weren't
stable enough with data."
Alan also made the statement against a senior Scientolo-
gist (a Lt. Commander) that this person had never gotten out of
Treason.
Alan also aided in setting up a field advisory board which
served to splinter off Scientology from top management. Alan
was the chairman of this board.
Alan also made other statements concerning his viewpoints
and intentions regarding Scientology management. "I think we
should put together a committee and appoint Don Hill (a Msn
Holder) as the head of it--they will practice with their
baseball bats in breaking legs. I'm not being funny on this. . .
If we have to communicate on that level of force we will."
Alan also made a dissemination video which appeared on
a SMI briefing given to all FEBC students. This video acted
as making Alan the Source of PT dissemination tech and resulted
in the FEBCs leaving Flag with Alan's dissem tech in place of
LRH's Boom Formula as taught on the FEBC. This served to
sabotage the FEBC. It also served as an outlet where the FEBCs
were promoted to hire out Alan for his "field skills." This was
using the Base for Alan's personal gain.
It is noted that the Church has established a Board of
Review to hear grievances from any parishioner. There are also
other established channels in the Church to handle disagreements.
These channels were not used by Alan.

Alan Walter, should he come to his senses and wish to
recant, is to apply steps A to E of HCO PL 16 May 80 III
ETHICS - SUPPRESSIVE ACTS - SUPPRESSION OF SCIENTOLOGY
ANDSCIENTOLOGISTS. Should Alan fail to apply these steps he
will be expelled from the Church of Scientology and debarred
from all advanced services.
Should Alan claim the label to be false he may request
a Committee of Evidence. This is per HCO PL 16 May 80 ETHICS
SUPPRESSIVE ACTS, SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS
which states "Should the person or group claim the label to
be false, he, she or they may request a Committee of Evidence."
His only terminal is the MAA FSO.
