For those who wants to know more details about the U.S. Department of Veterans (VA)affairs and their mafia methods, read below:
The VA never asked me for any consent to incur fees, which is criminal. Nobody, including the government is allowed to bring a person in debts to use the indigency of the person to prevent that she can get another FOIA/PA request processed and the records to which she is legally entitled. And no Department or agency has the right to infect all other U.S. Departments and agencies with participating in that criminal campaign and conspiracy.
On July 20, 2000, Dom Dodson, FOIA Officer of the VA wrote a memo to the Director, Info Managment Services (045A4), on Barbara Schwarz:
"The Office of General Counsel is submitting 106 pages of records as responsive to item four in Ms. Schwarz's FOIA/PA request dated October 8, 1999 (re-mailed November 15, 1999). Redactions have been made according to the provisions of 5 USC para 552(b)(5) and 5 USC para 552(b)(6). Six pages of records have been withheld in their entirety under 5 USC para 552(b)(5).
Search time was negible because we already had the requester's file on hand. Processing time was:
10 min. GM 13/N ($35.50/hour), 1 hr, 45 min. paralegal work study student ($6.15/hour), 6.5 hours GS 12/4"

Despite I requested over and over from the VA to explain those charges in detail and to provide affidavit that they are not fraudulent, the VA never complied.
According to the FOIA statutes, two hours search time are free and 100 pages records are free. They mailed me 106, which means I would owe them 60 cents, and not 303,30 Dollars, which they just fabricated. Why the hell should a FOIA requester pay for the studies of their students? And why for criminal activities by the department to conceal records, to find loophole in the law to deny records (those pages that they redacted or completely withheld)?
Here is how it should be done: A FOIA/PA request comes in, the official has to make an estimation on if more two hours free search time is needed to retrieve the records and if the agency has more than 100 pages records to the request. If that is the case, the requester must be informed about that and the consent to incur any fees must be obtained. Everything else is criminal. If the requester can't or is not willing to pay, the official should break up the search after two hours and mail no more than 100 pages records.
On September 1, 2000, Donald Neilson, Director of VA Information Management Services (signed for him by Barbara Epps) wrote me the costs for processing my request is $303,30 ($363.28 for 8.25 hour minus $59.98 for 2 free hours) and administrative decision was made to waive the publication fee. (Duh, 106 pages were mailed to me, of which 100 are free by law anyway.)
Dodson however wrote that they used no search time, because the file was already on hand. That is all their corrupt "processing" time, which they completely and entirely criminally fabricated. The costs for duplications is than those for six copies, which would be 60 cents, because 100 pages are free under the FOIA/PA.
I appealed of course and in a three pages long letter Tom McClain, the VA General Counsel dismissed all my claims under file no. 024K, on May 31, 2001, and informed me that my request for waiver of those fees would be not granted. (Despite that the records were in public interest, one of the requirements to get a fee waiver granted, and despite that court rules that goverment should be generous with granting fee waiver.)
On April 2, 2002, VA Office of Inspector General employee with number 20 (she refused to tell me her name) asked me in an e-mail under ref no: 53E/DS to pay suddenly $370 to them; Bobby Wright of the VA told recently Department of Interior FOIA Officer Alexandra Mallus (and she told Secretary Norton's FOIA Officer Sue Ellen Sloca, and Sloca informed me) that the amount would be still $303,30. However, I am certain if somebody would want to pay the fees for me, despite fraudulent, the officials would all conspire and lie that the fees don't even exist.
According to my records, obtained by the VA, following VA employees were involved with my FOIA/PA request, (EDMS no: 70387) the appeal or the requests for investigation, or better with the denial of my rights and cover up of existing records and the fee fraud:

Shocking is also a statement by Nelda Cook dated January 24, 2000, saying that when they received a request for information under subpoena, the VA General Counsel advice was not to relpy to that subpoena, that VA only has to reply to court orders.
That is obstruction of justice in my book and waste of governmental money, because in order to obtain information, the attorneys that subpoenaed information have to go to court, tie up courts and resources, put their cases on hold, put justice on hold, just because the VA has dirtly secrets they don't want to share.

She was really "president" of scientology germany for a short time.
(This is really a fact, not a rumor, and it can be proved with court documents) She was involved in some "ethical" operations at that time, which were revealed in the newspapers. She was also the target of a deprogramming attempt for which Cyril Vosper was convicted. (The whole thing smelled like a setup, which is why Vosper got a very light setence) She possibly became a victim of the purges that happened worldwide at that time, and she finally ended in a psychiatric facility.
I don't know if I mentioned the correct chonological order, but my main point is that Barbara has seen a lot.

Alt.Religion.Scientology and other newsgroups don't inform, they are only in operation to insult, to mislead, to defame, to preach hate and intolerance. They are tools to forward libel, and that is why they will ease to exist as soon laws are enforced, or because most people don't want to read or post with people on such primitive levels.
The information that most of the posters put up here are outrageous lies. They often have no grain truth in it. The posts are abusive, harassing, sexually harassing, perverted, mentally retarded. Many posters have no bad conscience at all to twist information around. If people want to obtain information on Scientology and the Scientologists, A.R.S. and other newsgroups are *not* the place.
A.R.S. will die because people that came here to obtain information on Scientology will turn away. They feel apalled. I bet that many people that checked out ARS became Scientologists, because they decided that Scientology can't be that bad, if attacked by the likes of you.
I am certain many people rather decided to contact Scientology directly instead of taking information from any of you. Scientologists communicate on a very different level than you people. It's a difference between day and night. You are much worse, than anybody within any SCN orgs.
There is also no freedom of speech at ARS or similar newsgroups. There is the "in" crowd who screams down any other opinion. You have no arguments that is why people here declare those insane that don't are of their opinions. That all reminds to a schoolyard with extreme bullys, people that just did not grow up. Nothing is too mentally retarded or childish in those newsgroups. There is no sign of mental adulthood in those groups.
I also noticed that the people that post in here are always more or less the same. I also don't think they are many. So many post with different e-mail addresses, to make it look as if they would be many, which they are not. The web is accessed by millions of people. That only a very very very few read and post here, also shows what a failure it is.
I don't believe that it is necessary to shut any newsgroup down. They will shut themselves down. A few months ago I wondered why the C of S is not setting the records straight, but just ignoring the snake pit.
But now I think they concluded that 1) yiu are just a few guys you will all eat yourself in here, 2) people are appalled and join them.
Someone suggested to me that if I stop posting, the only interesting person in the newsgroups would be gone, and they would die down completely. I think he is right. You are such bores.

I did not break in her account, but ours is a high tech library with 150 computers, hundreds of people hang here out day by day and look over your shoulder. It's just the way it is. It's not that difficult to get in another account. But I did not break in.
She is a conspiracy theorist and like many CTs, she lacks evidence but that doesn't mean that she is nuts. She isn't. I worked with mentally ill people, and you could not compare them remotely to Barb Schwarz. I don't know anybody around here who calls her crazy, but they are aware of her claims, read the Tribune article and many google her name. I did so myself. Nothing what she claims is technically impossible, but true, but as far as I know, she can't prove it, yet.
A buddy of mine is an architect. Told him about Barb's submarine village. He said it is technically possible to build one, could even protect the flesh but needs a lot of dough. I have no connection to Scientology, (I'm what's called Jack Mormon) but Tom Cruise could afford it. (Hey Tom, how about builing one, hanging it out in the ocean or in a pond?)

I am also certain that people become Scientologists through Google, because they think if Scientology is attacked by the likes of you, it must be worth to be checked out. This is the reason why the orgs leave the advertisements on the Google. They would not waste that money, if it would be unsuccessful. ARS is called negative advertisement, and it works! But even if the advertisement would be not there, people would search the C of S webpages and would contact them for books and service.

David Rice is using many hours a day to stalk me from thread to thread.
