I found in an old paper seized on justice's order by the FBI.
It is dated june 77, 20, from Greg (wilhere, probably), adressed to "Dear Henning"
It is proven on another document from that seizure that "Herbert " was under guards" on orders coming from Mary Sue Hubbard, after he had left the Flag Land Base.

re: Herbert
some parts:
Herbert was found missing to-day.
[follows a description of the guards problems and of the fcat that he fled during the night near 2 am. Certainly the guy or his location was under scientology guard. Follows supputations about where he could be, particularly the fact that they searched him nightly into legal libraries...
quote of an interesting passage:
"For our own security we should work out what we should do in such an instance, also in the possibility he is being accidentally picked up. I'll get with DG legal on this.
Additionnaly we have a man over at his apartment removing any papers and the like and wiping the place down".
etc.

The name of the guy could have been "hebert or Herbert Swelay".

It's from Gregory Willardson to Henning Heldt, Deputy Guardian US (DG US).

CSG was Mary Sue Hubbard.

Greg Willardson was the Temporary Deputy Guardian for Intel (T/DG I US). Michael Meisner and his partner in crime, Gerald Wolfe, had been questioned by FBI agents just nine days earlier in the US Courthouse in Washington DC, where they were caught burglarizing and stealing documents from the office of Asst.
US Attorney Nathan Dodell.

DG Legal US was Joel Kreiner.

"Herbert" (aka John M. Foster, aka Jeff Murphy) was a code name for Michael Meisner, who was the Assistant Guardian for Intel/Info (AGI) FCDC between January 1974 and June 11, 1976.
