An ex Int Base staffer listed these flaps as the biggest they perceived in the last 2 decades, from an Int Base perspective:
"Here are some, not necessarily in order:
"The '86 Wollersheim trial in LA.
"The '85 Portland trial.
"VA [Vicki Aznaran] turning.
"Jesse [Prince] turning.
"The '81 Mission Holders conference at the Sand Castle.
"Marty Rathbun blowing in '93, though this was hushed up so very few knew about it.
"MY [Marc Yager] getting declared [Marc went on to do the Int RPF and graduate and returned to his post as Commanding Officer CMO Int. [Declared in Jan 1996, completed RPF end of 1999.]
"The flash flood in about '91.
"[-----], WDC SMI, going out-2D with [-------], CO SMI Int.
"Just about every major release was a flap, as they were usually behind schedule and required huge effort (all-hands and little sleep for weeks for many people) to make the deadline -- the tech vols, the OEC vols, KTL, LOC, GAT, etc.
"The whole "miscalling F/Ns" scene leading up to the GAT around the early part of 1996.
"The state of the FCB [Flag Command Bureau, middle management in Hollywood] at the end of '87 and early '88 when much of CMOI and Exec Strata went to LA to "handle" them.
"The "horrible state of the FSO" in '93, leading to Ray Mithoff and Marc Yager being busted from RTC to CMOI, and John Eastment being busted from Snr C/S Int to the FSO. Plus a whole lot of other changes as a part of a major re-org.
"There were others, but I think of these off the top of my head.
"There was ALWAYS something flapping."
