In the early 1960's, the Australian government conducted a inquiry into "mental health" practices in Australia.
Scientology was not a "religion" at the time and L. Ron Hubbard (LRH) operated the "HASI" (Hubbard Association of Scientologists International).
LRH agreed to participate in the inquiry and made ALL of the files in the HASI available for examination by the Commission.
Hubbard was invited to appear to testify but as the Inquiry progressed he grew reluctant and later stated the failure of the Australian government to pay for his air fare as the reason for his no show before the Board..
LRH long believed that there was a Communist conspiracy against him and his organization. He attributed the failure of the early Dianetics Foundation to a communist plot. He claimed his first wife was working for the communists and some of the first "Security Check" forms dealt with questions designed to detect communist infiltrators. During the early 60's he wrote to the U.S. government and offered his services for "Security Checking" the Kennedy adminstration to detect the communist infiltrators. In his famous "Ron's Journal" in 1968, he stated that the KGB was part of the world-wide conspiracy against his organization.
Over the years, the Church of Scientology has published a "Brainwashing Manual" that Hubbard claimed was given to him by a high-ranking Communist defector. In it, the Church of Scientology is named as a target for elimination by a cabal of Communists and psychiatrists. The Church has used this manual as "proof" of the international plot against them and justification for their Holy War against psychiatrists.
Hubbard reportedly authored this book and his wife typed the final draft.
The Australian inquiry submitted extracts from this manual and substituted some of the terms with Scientology jargon. I believe that Hubbard was the ACTUAL author and used this manual as the guidelines when he later developed his "Ethics" policies and established the Guardian Office and its successor, the Office of Special Affairs (OSA)..
The Australian inquiry was a disaster for the Scientology effort in Australia. The report is several hundred pages in length and although I found some of the wording in the final report somewhat biased, overall the study was excellent and it is the most intensive study ever done on Scientology, using the source material that Hubbard provided them.

They are extracts from the Brain-washing Manual, which has been altered to the extent that "scientology" has been substituted for "Communism", "Scientology organization" for "the State", "preclears" and/or "students" for "masses", "HCO"
for "the Party", and scientology terms for certain psychiatric terms. Where these substitutions have been made, the substituted words are between between quotation marks. The extracts, with these substitutions made, read as follows:
Where the individual is troubled by conflicting propaganda, where he is made the effect of revolutionary activities, where he is permitted to think thoughts critical of "scientology", where he is permitted to question those in whose natural charge he falls, we would discover his consititution to suffer. We would discover from this disaffection the additional disaffection of his heart and of other portions of his anatomy.
So certain is this principle, that when one finds a sick individual, could one search deeply enough, he would discover a misaligned loyalty and an interrupted obedience to that person's group unit...Here we find the workder improperly and incorrectly loyal and thus we find the work ill....
((Hubbard later wrote in this "Ethics" series, that all sick people are PTS (Potential Trouble Sources), connected to people who are critical of the organization, "SPs", (suppressive persons. "HCO" means Hubbard Communication Office, a section of the organization that is responsible for investigating non-compliance with organizational policies and identifying disloyal staff and public members, and "SPs" and "PTSs".)) A continous hope for prosperity must be indoctrinated into "the staff", "preclears" and "students" with many dreams of vision of glut...and this hope must be counterplayed against the actuality of privation and the continous threat of loss of all economic factors in case of disloyalty to "scientology" in order to supress the individual wills of the "preclears" and "students" and staff members"......
((The gross weekly income of the organization is the highest priority within Scientology. Sea Org members are paid $15-30 a week, although not consistently. Hubbard later introduced the practice of declaring disloyal members "Suppressive Persons"
and this practice was a deterrent to other scientologists who had thoughts about exercising their individual will.)) The rich, the skilled in finance, the well informed in government are particular and individual targets for the "scientologist"...thus every rich man, every statesman, every person well informed and capable in government must have brought to his side as a trusted confidant a "scientologist".
((Hubbard later set up a chain of "Celebrity Centers" to cater to rich and famous actors and artists, he targeted all the major governments for infiltration and set up many "front groups" to lure businesses with promises of financial gain from the use of scientology policies. The Guardian Office had as one of its missions making Scientology "acceptable" to the government. This branch was originally called the "Department of Government Affairs" and its present function is handled by the OSA (Office of Special Affairs). Currently, it has been estimated that the Church of Scientology International spends $750,000-1,000,000 monthly on accountants and lawyers to manage its maze of shell corporations and its scores of lawsuits against "SPs".)) Planted beside a country'spowerfulpersonsthe "scientologist"
can also guide...policies to the betterment of our battle.
((More recently in South Africa, a scientology front group was detected serving as "advisors" to a prominent political candidate. The German government has similar concerns about scientology influence in the political parties.)) In the field of "scientology", loyalty means simply alignment.
It means more fully alignment with the goals of "scientology".
Disloyalty means entirely mis-alignment and more broadly, mis-alignment with the goals of "scientology" organization.
Loyalty to persons not "scientologically" indoctrinated would quite plainly be a mis-alignment. The cure of disloyalty is entirely contained in the principles of alignment. All that it is necessary to do, where disloyalty is encountered, is to align the purposes of the individual toward the goals of "scientology" and it will be discovered that a great many circumstances hitherto distasteful in his existence will cease to exist...accomplished by a steady and continous indoctrination of the individual in the belief that his previous loyalties have been granted to an unworthy source...
((Hubbard introduced the Ethics "Conditions" formulas and the liberal assignment of conditions to deal with disloyalty and mis-alignment. The concept of "the greatest good for the greatest number of dynamics" effectively negates a person's former loyalties and aspirations and put the goals of the organization as the highest priority. The organization has as its goal the scientologization of the entire world.)) It is fortunate that "scientology" so truly approaches an ideal state of mind, for this brings a certain easiness into any changing of loyalties, since all other philosophies extant and practised on Earth today are degraded and debased, compared to "scientology". It is then with a certain security that a "scientologist" functions , for he knows that he can change the loyalty of an individual to a more ideal level by reason alone, and only expediency makes it necessary to employ the various shift of "scientology" techniques. Any man who cannot be persuaded in "scientology" rationale is, of course to be regarded as somwehat less than sane...It is generally only necessary to persuade with the rationale and overwhelming reasonabilty of "scientology" to have a person grant his loyalty to "scientology"....When the loyalty of an individual cannot be swerved, and where the opinion, weight, or effectiveness of the individual stands firmly in the road of "scientology" goals, it is usually best...having carefully given him a history of mental imbalance, to see that he is (disposed of)...It is a firm principle of "scientology" that the person to be destroyed must be involved at first hand in the stigma of insanity...This is surprisingly effective in countries where insanity is that no one would dream of investigating any circumstances in its vicinity...In the individual the first loyalty is to himself. This is destroyed by demonstrating errors to him, showing him that he does not remember, cannot act or does not trust himself. The loyalty is to his family unit, parents and his brothers and sisters. This is destroyed...lessening the value of marriage...the next loyalty is to his friends and local environment. This is destroyed by lowering his trust...There must be continual propaganda ...to undermine the loyalty of the citizen in general.
((In Scientology a "Suppressive Person" is considered a psychotic person. The Office of Special Affairs frequently releases propaganda statements claiming that its critics are "insane" and make reference to their "psychiatric history".
This was done in in the 1970's in the case of Paulette Cooper, who wrote a book critical of Scientology. More recently, the OSA endlessly repeats the claim that its most effective critic, Lawrence Wollersheim, a former Sea Org member, has a 20 year "psychiatric history". Scientology uses a multitude of "techniques" to attract new members and persuade new members to sign up for expensive courses.)) (( LRH wrote extensively on the degradation of all other forms of philosophy before scientology and any church members who have any attachment to earlier philosophies are considered to be "mixing practices" or "squirreling" and are severly dealt with by "Ethics". Hubbard considered all governments were controlled by "Suppressives" and currently in Germany the OSA is engaged is a propaganda campaign to undermine the loyalty of German citizens to its democratically-elected government, by labeling the goverment "Neo-Nazis" and "agents of the psychiatrists". The family unit is undermined by the consideration that family members opposed to scientology are "suppressives". In the Sea Org, members with dependents are only allowed one hour a day with their children, and recent affidavits in court cases have stated that pregnant Sea Org members were coerced into having abortions.)) The use of force, if carried far enough, invokes obedience..it is only necessary to display an inhuman attidude toward people to be granted by those people the possession of force. An organization which has the spirit and courage to display inhumanity, savageness, brutality and an uncompromising lack of humanity will be obeyed...If you would have obedience you must make it clearly understood, that you have no mercy....In order to induce a high state of hypnogogy in an individual, a group or a population, an element of terror must always be present on the part of those who would govern.
((Hubbard introduced physical abuse in his Sea Org on a gradient. He started out throwing erring staff members overboard from his "Flagship". Later he started locking people up in the chain lockers. Numerous claims of physical violence against Sea Org members were the subject of affidavits in court cases. Hubbard created the Rehabilitation Project Force (RPF) as a system for dealing with members whose loyalty he was unable to re-align. The RPF is a method of systematically convincing the member of his "disloyalty" and coercing him into "voluntarily" participating in his "rehabilitation" so as to render him worthy for re-entry in the group. Numerous affidavits have been submitted that allege Hubbard's successor, David Miscavige, participated in acts of physical violence against recalcitrant Sea Org members.)) It is only necessary to install a stimulus into the mental anatomy of man to have that stimulus reactive and respond any time an exterior command source calls it into being. The mecahnism of stimulus response are easily understood. The body takes pictures of every action in the environment around an individual. When the environment includes brutality, terror, shock, and other such activities, the mental image picture gained contains in itself all the ingredients of the environment. If the indiviudal, himself, was injured during that moment, the injury, itself, will re-manifest when called upon to respond by an exterior source. As an example of this, if an individual is beaten, and is told during the entirety of the beating that he must obey certain officials, he will, in the future, feel the beginnings of pain the moment he begins to disobey. The installed pain, itself, reacts as a policeman, for the experience of the individual demonstrates to him that he cannot combat, and will receive pain from, certain officials...
The response mechanism need only contain some small part of the stimulus to call into view the mental image picture, and cause it to exert against the body, the pain sequence...the mental image picture of the punishment will not become effective upon the individual unless the command content is disobeyed. It is pointed out in many early "scientology"
writings that this is a survival mechanism...So long as the organism obeys the stimulus whenever it is restimulated in the future, it does not suffer from the pain of the stimulus. But should it disobey the command content of the stimulus, the stimulus reacts to punish the individual. Thus we have an optimum circumstance, and one of the basic principles of "auditing" ((Ethics?)). A sufficiently installed stimulus will thereafter remain as a police mechanism within the individual to cause him to follow the commands and directions given to him.
Should he fail to follow these commands and directions, the stimulus mechanism will go into action. As the commands are there with the moment of duress, the commands themselves need never be repeated, and if the individual were to depart thousands of miles away from the "scientologist" he will stiill obey the "scientologist" ((Organization?)) or become extremely ill and in agony...If the person is...given an electric shock, is told while the shock ((Security Check?)) is in action that he must obey and do certain things, he has no choice but to do them, or to re-experience, because of his mental image picture of it, the electric shock ((Security Check?)). This highly scientific workable mechanism cannot be over-estimated in the practice of "scientology".
((LRH covers stimulus-response in his book "Dianetics, the Modern Science of Mental Health". He termed the term "reactive mind" to describe his view of the stimulus response mechanism.
He made liberal use of stimulus-response practices and visual imagery in the many training films he produced in his later years. Security checking is widely used to detect dissident staff members. In the Sea Org, disloyal members assigned to the RPF are summonsed before an assembly of their peers and led under escort to the RPF facility. This has a chilling effort on any peers who express disagreement with the organization. The OSA uses many trigger words and visual images in their endless war with "Suppressives". They are currently running full pay ads in major newspapers, in an attempt to thwart the scrutiny of the German government. Images of Nazi Germany horrors and trigger words of "Neo-Nazis", "hate crimes" etc. are used to portray the Church as "victims" and undermine faith in the German government.)) Defamation is (the) best and foremost weapon of "scientology"
on the broad field. Continual and constant defamation of national leaders, national institutions, national practices, and national heroes must be systematically carried out, but this is the function of "HCO" ((OSA?)), in general, not the "auditor"...As it seems...that the church is the most enobling influence, each and every branch of each and every church, must, one way or another, be discredited. Religion must become unfashionable....Religion must be made synonymous with neurosis and psychosis....
((LRH spared no words in his denigration of religion, while at the same time operating his "Church" under the guise of "religion". The most secret doctrines of the Church, which were recently publically posted, revealed Hubbard's assertion that all religions in the world are the products of the "electronic"
mind control experiments of some mythical galactic despot from 76 million years ago. In another secret bulletin, Hubbard announced he was the Buddha in a previous lifetime, and states that Jesus Christ was an extraterrestial terrorist and a child molester while he lived on earth. Character asassination of Church critics (Suppressives) is the speciality of the OSA. The OSA maintains extensive dossiers on anyone who every spoke out publically about Church activities.)) In all cases his conduct of the situation should be calm and aloof. (The "scientologist") should have behind him the authority of many years of training, and he should have participated fully in the building of defenses in the field of insanity which give him the only statement as to the conditions of the mind...The "scientologist" must have to hand inumberable documents which assert enormously encouraging figures on the subject of recovery...Not one of these cases cited need be real but they should be documented and printed in such as fashion as to form excellent court evidence...He should rule into scorn, by reason of his authority, the sanity of the person attacking him...the best defence is calling into question the sanity of the attacker....Any hearing should be burdened by terminology to difficult to transcribed easily...A great deal should be made of of such terms as "preclears", "thetans", "clears", "OTs" and other relatively undefinable states...
((The President of the Church of Scientology International is a long time veteran of the Guardian Office and the OSA and functions as the Chief Public Relations Officer. The Chairman of the Religious Technology Center, and the de-facto leader of Scientology worldwide operations, was a child protege of Hubbard's "Commodore's Messenger Organization" and Hubbard personally picked him as his successor while Hubbard was a fugitive from the law. The organization maintains hundreds of thousands of "success stories" and testimonials in the forms of "affidavits" from its members to thwart off scrutiny of it lofty claims for its "tech" and criticism of its organizatonal practices.)) ((Hubbard created a whole new language of Scientology jargons and undefinable "case" states. Hubbard developed numerous charts and scales to "label" people as to their apparent worth to a society.)) "Scientological" tests need not necessarly be in agreement, one to another, where they are available to the public....The actual state should be made obscure, but by the verbiage it can be built into the court or investigating mind that a scientific approach exists and that it is too complex for him understand.
It is not to be imagined that a judge or a committee should
inquire too deeply into the subject of insanity...In case of a
hearing or trial, the terribleness of insanity itself, its
threat to society, should be exaggerated until the court of
committee believe that the "scientologist" is vitally necessary
in his post and should not be harrassed for the activities of
people who are irrational...Should any whisper or pamplet
against "scientological" activities be published, it should be
laughed into scorn, branded as an immediate hoax, and its
perpetrator or publisher should be, at the first opportunity,
branded as insane....It is not necessary to convince the
masses...It is only necessary to work incessantly upon the
official...The spread of "scientology" has never been by force
of battle, but by conquest of the mind...In "auditing" we have
refined this conquest to the last degree.
organizations, all controlled by Hubbard, came into being and attempts were made to introduce scientology "tech" into business management, the educational systems and drug rehabilitation fields. Elaborate measures were taken to maintain a facade of autonomy and non-connection with the Scientology organization. While "auditing" in its most basic sense is moderately beneficial and relatively benign, its more advanced and secret "tech" is potentially psychologically and physically harmful.
It is a standard organizational policy to threaten legal actions against any individual or organization that publishes materials critical of Scientology. In recent years, the mainstream media has been reluctant to cover anything that is critical of the organization, for fear of frivilous lawsuits..
In more recent times, the OSA legal staff, under the guise of "copyright laws", has threatened to pursue litigation against users of the Internet and other Computer networks who post public documents or statements critical of the organization.
OSA-paid law firms have threatened legal actions against operators of anonymous servers or anonymous remailers unless they agree to stop forwarding public postings to Public Bulletin Boards and Newshosts that have been critical of the organization.
I hope these system operators will not succumb to the intimidations of the OSA lawyers and will stand strong for Free Speech. And I hope that the many former Sea Org members and former Scientology staff members that still carry the scars of their encounter with the scientology "Ethics" system will find the strength to step forward and tell their story.
