Dear Mr. Berman:
I wish to note my opposition to AB-1493 which in being reviewed by the Judiciary Committee at this time. I would hope that you would consider the total effect of this bill. I feel it would be an open invitation for any organization to file for religious license to avoid supervision by our Attorney General and the courts. The State should retain a legitimate interest in seeing that money collected for charitable purposes is used for the intention given to the donor.
Never was the Constitution intended to promote and protect fraud.
I cannot understand the deep concern of those supporting this bill. If the charitable monies are collected in honesty and used as specified, those with religious license have nothing to fear. There would not be a possibility of having to be questioned by the Attorney General.
I would also ask the following questions:
Were the monies that purchased cyanide and guns used In the Jonestown Massa*" taken from "charitable oontributions"?Were the monies that purchased sophisticated bugging devices and other equipment used by those involved in a conspiracy to obstruct justice in Washington, D.C. taken from "charitable contributions"?
Are the monies used by young people in some religious organizations to arm themselves with weapons taken from "charitable contributions"?
Are the monies used to file suits against newspapers, television networks, withers and publishers In an apparent effort to suppress freedom of speech taken from "charitable contributions"?
The state has not abused the powers given them in motion 9230. With the passage of this bill AB-1493 -- a religious organization would be a privileged group -- free of regulations that all others must observe. This would appear to me to create an infringement on our rule of separation of church and state.

I have received your letter of August 15th. You state your appreciation for my support of SB 1493 by Senator Petris. Ms. Waters, I do NOT support SB 1493. I was not surprised to learn that had not read my letter dated May 26th.
I attended the Judiciary Committee hearing on this bill and was shocked to see the total lack of attention given to those who gave testimony opposing this bill. The members of the committee saw fit to visit with their colleagues, as those who came to oppose the bill gave their opinions! the chairman showed a tremendous lack of patience -- hurrying each opponent to the bill. I noted that he did not object to the repetitious statements made in rebuttal by Mr. Petris.
This bill concerns every resident of this state. I would ask if those in the Assembly gave attention to only those who made up the tremendous lobby -- was it your constituents or was it the major cults of this country?
Yes, the Attorney General does need the present laws (9230) to protect the people of this state. If the previous laws were sufficient -- tell me why twenty two wards of the state are buried in a common grave in Oakland?
Tell me why the please of many of the relatives of People's temple were ignored. The passage of SB 1493 would only prove the total lack of concern by elected officials for the safety of the people of this state.
I am well aware thgat the Constitution gurantees religious freedom to all Americans. I cannot find a part of the constitution that says religious license fives the right for practices of fraud, deceit or murder. the law as it stands today does not infringe on anyones right to believe as he chooses.
