which will help them monitor and prosecute the criminal Scientology

Statute Limitations which negate prosecution due to expiry of time limits should be ignored and reports of criminal activities should still be reported so that Law Enforcement Intelligence Units around the country can develope eventual R.I.C.O. prosecutions.
Some crimes (such as murder, incidents of child abuse, interstate flight to avoid prosecution, and inducement to commit suicide) should be reported to your local police department or to your local Homicide department rather than to Federal agencies. Local authorities will decide whether Federal involvement is required for prosecution.
