In HCO Policy Letter of July 12, 1966, entitled "Legal Aspects of Success Material Publications" (that is, publishing Success Stories), LRH directs that letters from the Department of Success asking for success-story-type material must go out with a form the recipient can sign authorizing Scientology to publish "in whole or in part or to summarize its contents".
The policy letter goes on to say, *** BEGIN FAIR USE QUOTE *** Should success material derived from incoming letters be used, where a permission to publish has not been obtained or it is no longer feasible to obtain such, then it is forbidden to publish the full name of the writer. Instead the initials of the name and the place may be used.
*** END FAIR USE QUOTE *** In other words, if we don't have permission, that shouldn't stop us from publishing the success story - just don't use the person's full name.
I don't think that's very ethical.
