No I think it's because they have found from their own internal surveys that blacks are more likely to join staff. And they need staff because the orgs are generally doing lousy and there are less and less new people to recruit into the SO.

Did you know that over 12% of America is Black, but that a far lesser percentage than that make up American Scientologists? Did you know that the Black population is 3rd and 4th dynamically oriented -- when Black people do get on to Church lines, 50% of them join staff!! More than any other ethnic group!! This is a community that NEEDS our Tech, and you can help!
One of the most significant dissemination projects of all time has just been launched . . . the opening of the Harlem Mission, in Harlem, New York, home of the Apollo, Jazz and the heart of Black Culture.
What do we need?
Glad you asked. Money. Of course! What else? Well, staff. New materials. You name it. But, mostly, money. And now. And fast. A building has been found. It will be a wonderful, upstat space located near the NY Urban League, Greater Harlem Chamber of Commerce and the Jackie Robinson YMCA. We are now fund raising to secure it. We need 1.5 Million for the entire cycle. That includes purchasing the building, furnishing it, putting in the Purif, and funding the literacy program and the Grand Opening. (Can't you just imagine being there???!!!)
