SPs are formally "declared" with a goldenrod issue, and lists are kept of these dangerous people. Ars has adopted its own SP levels as a badge of honour; in Scientology, there are no levels of SP.

_DEAN STOKES_
DEAN STOKES of Dallas, Texas is hereby declared a
SUPPRESSIVE PERSON.
He has committed the following suppressive acts:
1. PUBLIC STATEMENTS AGAINST SCIENTOLOGY OR SCIENTOLOGISTS BUT NOT TO COMMITTEES OF EVIDENCE DULY CONVENED.
2. MUTINY.
3. PUBLICLY RESIGNING STAFF OR EXECUTIVE POSITION IN PROTEST OR WITH INTENT TO SUPPRESS.
4. ENGAGING IN MALICIOUS RUMOR-MONGERING TO DESTROY THE AUTHORITY OR REPUTE OF HIGHER OFFICERS OR THE LEADING NAMES OF SCIENTOLOGY OR TO "SAFEGUARD" A POSITION.
5. PUBLIC DISAVOWAL OF SCIENTOLOGY OR SCIENTOLOGISTS IN GOOD STANDING WITH SCIENTOLOGY ORGANIZATIONS.
6. ANNOUNCING DEPARTURE FROM SCIENTOLOGY (BUT NOT BY REASON OF LEAVING AN ORGANIZATION, A LOCATION OR SITUATION OR DEATH).
7. ORGANIZING A SPLINTER GROUP TO USE SCIENTOLOGY DATA OR ANY PART OF IT TO DISTRACT PEOPLE FROM STANDARD SCIENTOLOGY.
8. SEEKING TO SPLINTER OFF AN AREA OF SCIENTOLOGY AND DENY IT PROPERLY CONSTITUTED AUTHORITY FOR PERSONAL PROFT, PERSONAL POWER OR TO "SAVE THE ORGANIZATION FROM THE HIGHER OFFICERS OF SCIENTOLOGY."
The above HIGH CRIMES and SUPPRESSIVE ACTS are evidenced by the following:
At the 6 November 1981 Mission Holder Conference held at Flag LandBase, Dean Stokes stated to the group of attendees that senior advices of SMI were 1.1 and were to destroy missions basically, thereby discrediting SMI to the mission holders attending the conference.
Derogatory comments were also made regarding a CMO Int Missionaire--that she was in a lower condition and would need to do amends to him and that she was PTS.
He stated he had been "destroyed" by Management, that he had to illegally use his own methods to get a copy of why SMI started. He stated "the GO accused everybody of having a secret bank account" and (the GO) "accused everybody of the same thing" (generality designed to ARC X). He stated "Id I have to get bigger than the whole of the rest of the subject (Scientology) for them to cognite, then I am willing to do that." "I mean I could just postulate them all OT in a semi- nar and they were, maybe only for 24 hours, maybe a week, some of these people are still going crazy but I did make this. I didn't do it just the right gradient so a few more people could make it, but I would have leaned to do that."
[new page] - 2 - Dean Stokes spread alarming rumours and disaffection to Jeff Nichols, kansas City mission holder, and Joe Caufield of the St. Louis area OT Committee, which resulted in (1) attempted takeover of the St. Louis Org where the ED was assigned danger by the field OT Committee and told to resign his post and (2) the attempted lowering of donations for org services without authorization.
Dean stokes make [sic] statements at the 6 November 1982 Mission Holder meeting at Flag which were generalities designed to discredit "Management," "the GO," "CMO," and SMI.
He stated that he had put a plant in the GO, and with regard to this action "If they want to declare me, fine, I'm just going to keep talking to people," and in regard to continuing to become a squirrel group and people not then being able to go upline, that he would just disband the group every six months to get around policy on the subject.
At the second Flag mission conference held 6 to 10 Decem- ber 1981 Dean Stokes threatened to "call in LA, the GO and the SO" to handle CMO Int's alleged refusal to meet with him.
Dean Stokes pushed for a "field conference" in NY at Helen Geltman's mission and later attended and engaged in a firefight with AG NY who was attempting to maintain order.
Dean Stokes ran an LA field meeting on 19 December 1981 at the Westwood Mission which was a squirrel "group engram running." This meeting was partially conducted by Dean Stokes.
These meetings organized and/or attended by Dean Stokes were designed to protest senor management of the Church and stimu- lated upset about the Church management on the part of Scien- tologists.
It is noted that the Church has established a Board of Appeals to hear grievances from any parishioner. There are other established channels in the Church to handle disagree- ments. one of these were used by Dean Stokes.
As Dean Stokes is no longer a member in good standing in the Church of Scientology per this Condition Order, his Mission Charter for the Church of Scientology Mission of the Southwest is hereby revoked, per points 3 and 4 of the mission application form. These read as follows:
Point #3: "(I agree) to maintain the Auditors Code and the Code of a Scientologist."
Point #4: "(I agree) to maintain good standing with Scientology Central Organizations."
With Dean Stokes' character revocation, it is noted that the Church of Scientology Mission of the Southwest no longer has a charter with the Church of Scientology. The trustees of that corporation should act to obtain a valid charter through Scientology Missions International (SMI) as soon as possible.
Dean Stokes' recourse is to apply steps A-E of HCO PL 16 may 1980 issue II. Should he fail to do so he will be expelled from the Church of Scientology and debarred from all advanced courses.
As covered in HCO PL 16 May 80 II ETHICS SUPPRESSIVE ACTS SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS, should Dean Stokes claim the label to be false, he may request a Committee of Evidence.
