The US trained lots of them so they are available as they also released lots of them. As a case officer he should be functional. Using private dicks to run down evidence on some psychopath is unreal as then are the case officer. A real one finds his own agents who often don't know who they are working for. You tell the Case Officer what you want such as "Legal documents to prove that ____ so we can sue." He finds, uses and pays his agents for it. The Case Officer is in long term employ. Not agents who are temporary. The trick is to get an unemployed ex Intelligence Officer, metered for total reliability.
