Although CSET no longer exists the document marks the beginning of "Ecclesiastical Support Agreements" and other agreements through which CSI has forced the lower orgs to pay periodic fees towards its "mother church".] (Blue Ink on Blue Paper) EXECUTIVE DIRECTIVE WDC ED 65 17 June 1982 US Exec Dirs/COs US Assitant Guardians US FBOs RE: ECCLESIASTICAL MANAGEMENT AGREEMENTS One of the fundamental tenets of the religion of Scientology is the doctrine of exchange. Individuals, families and groups, to be happy, ethical and to achieve spiritual fulfillment must contribute something that is beneficial to others in exchange for something beneficial which they receive. The Church of Scientology provides the ecclesiastical services of a Mother Church to Churches of Scientology throughout the world. In accordance with the doctrine of exchange it is necessary that each Church make an appropriate exchange for services received. This will be done through billings issued by CSI for specific services rendered which will be paid by the Church receiving the service. However, CSI cannot be supported by the funds paid for its services. It is Church policy of long-standing, i. e. Finance Series 11, that senior ecclesiastical bodies are not supported by fees for services but by the nearest Service Org. It is also Church policy that Churches contribute to a central fund for the future security and expansion of Scientology. Therefore, monies paid by United States Churches of Scientology against billings from Church of Scientology International will be paid to the Church of Scientology Religious Trust (CSRT), to be used for the defense and dissemination of the religion of Scientology. As stated above, CSI will be maintained by its nearest Service Org which is the Flag Service Org. If CSI is properly performing its functions our religion will grow more rapidly around the world. This will in turn result in more Scientologists arriving at FSO for spiritual counselling and ministerial training. Thus, per the doctrine of exchange, it is logical and ethical that FSO support CSI. Therefore, FSO will contribute funds to a Trust, the Church of Scientology Expansion Trust (CSET), which will in turn advance funds to CSI as it needs. The money will go to the trust rather than directly to CSI as CSI will be able to operate partially on income it generates from other sources and thus will not need all of the funds FSO contributes. Funds not used to support CSI will be retained in the Trust as a reserve. CSI has proposed to Reserve Committee that it be funded from the trust and has received Reserves Committee approval that it be so funded. Beginning with its formation on Decmber 10, 1981, CSI has been receiving management payments from US Churches of Scientology, which have been expended for CSI's operation. In order to fully conform to the doctrine of exchange and Finance Series 11 it is important that all payments since December 10 when CSI was formed go to CSRT. Therefore money paid by US Churches to CSI which should have gone to CSRT will be paid to CSRT by CSI on behalf of those Churches. Furthermore, FSO will contribute to CSET an amount equal to what CSI paid to CSRT. CSI anticipates that as Scientology expands, its income from other sources will be such that it doesn't require support at which time it will stop drawing funds from CSET. Nonetheless, in keeping with the doctrine of exchange, support payments will continue to be made to CSET by FSO. As Scientology continues to grow across the planet, CSI will eventually be able to contribute to International Church Reserves. Therefore, contributions from CSET to CSI will be in the form of advances from CSET which will be repaid when CSI is able to do so. Thus eventually all funds will wind up in Reserves. In order that the above go in smoothly it is necessary that the following actions be taken: 1. FSO must pay CSET amounts sufficient to cover CSI's entire FP, or in excess thereof; 2. FSO must pay to CSET an amount equal to sums paid by USA Churches to CSI since 10 December which would have been paid to CSRT, if these arrangements had been in effect. FSO Board approval and authorization is of course required on the above. All other US Churches must sign management agreements with CSI which will be sent to them very shortly. Each management agreement must have Board approval to authorize its execution and implementation. It is one of the basic truths of the universe that individuals and groups flourish and prosper to the degree that they maintain proper exchange. The above ecclesiastical managment exchange system will enable Scientology Churches to exchange with their senior Church and vice-versa and this in turn will enable Scientology Churches to make an even greater contribution to the spiritual welfare of mankind.
