Revisions are in script. This issue resoundingly cancels all earlier versions of this strategy and is the only valid version for Sea Org orgs. NOTE: WDC ED 89 SEA ORG STRATEGY remains valid as is.) SEA ORG ORGS STRAT PLANNING INFORMATION: The Sea Org Orgs have been suffering from a diabolic plan to wipe them out. It was found that Gleeson and Mayo closed off all inflow from missions, and then Class 4 Orgs cutting from those the inflow of public from missions as those were now par to Saint Hills. Then Gleeson pounded SO Orgs into concentrating their main income lines onto a squirrel Registrar line which consisted of digging out old public and cannibalizing what they had instead of getting the SO Orgs to force the flow of Dianetic Clears up the Bridge into higher level of training and processing. Although much work has been done to rid the SO orgs of these arbitraries, Bridge Flow remains blocked with the SO orgs not reaching out and using their full powers to pull public in and move them up the Bridge to OT. This is holding the orgs back from fulfilling their high potential of delivery and income per Int Stats of 17 June 1982: "When each of the SO orgs is running at $ 750 Gs a week (and delivering $ 1 million VSD a piece to use up their APRs now backlogged) they will have achieved minimum requirement." The SO Orgs have 3 purposes, as follows: PURPOSE #1: A STELLAR AND WIDESPREAD MAKING OF OTS IN THE PUBLIC SECTOR. PURPOSE #2: TO BE AN EXEMPLARY DEMONSTRATION OF IN TECH AND ENSURE ITS ENFORCEMENT ON LOWER ECHELONS OR ORGS. PURPOSE # 3: TO BE A PRIMARY SUPPORT OF INT. MANAGEMENT. In order for these purposes to be accomplished, the following strategic planning must be carried out: 1) Verify that the squirrel registrar lost line that forced SO Orgs off their rightful target of getting public up the bridge is no longer in use, and that there are no other arbitraries knocking out Bridge flow and the making or OTs. Get the Sea Org orgs reoriented to getting the Dianetic Clears and public ready for higher level training and processing up from lower orgs and missions. That includes working out the routes into the Sea Org orgs and FSO and getting these routes mapped out and promotion flooding on the routes and their different steps. 2) The key to SO is that it did not have a clear purpose for the service orgs as different then the overall purpose of the Sea Org. With this strategic planning, we have worked out a purpose for these SO orgs which will have to be made known. To get this purpose in, it is imperative that SO be moved back up in power and effectiveness to its earlier days. Previously the SO was a very self-determined strong operation which would not accept or even tolerate outside influences. Through enemy influence, this power has been weakened by invalidation of the individual SO member's purpose and determination to make things go right. The key to this is to put the SO back for these SO members and make them again feel responsible for the SEA ORG as a collective body and thus move from effect to cause over their environment. This means that the standards and traditions of the SO must be revitalized so that the members within it again take responsibility for the organization and thus themselves stamp out any outside influences coming their way. The following actions must be programmed out and gotten in: - "RED 339R will not be of concern by SO orgs at once to be an advantage to them. They may even get the idea that Class IV orgs could rival them (not true). What they do NOT realize is that they do not and will not have OT levels above audited NOTs for their staff unless they swell up in size of stats to equal old SH." "So you must originate an issue to SO orgs to make that Birthday Game not just sweet but CRUCIAL to them." "You've got to give these SO orgs an SRA as above as they may not be interested." (Int Stats w/e 5 Aug 82 RE: SO ORGS) Get the Birthday Game campaigned and demanded by SO orgs and get them actively working to achieve old SH size. - Use missions, evals and programs to move each SO org up to $ 750,000 GI and $ 1,000,000 VSD. - To immediately raise production give each SO org GDS quotas to get their GDSs across the boards in affluence. With this done, the entire crew will be awarded new uniforms for work. This is similar to the ongoing action in the FSO of raising their base pay to $ 30.00 for the increased production: however what we are accomplishing with the SO service orgs is a way to increase production on an immediate basis and further their SO image by increasing their dress standards of living. The bean outlay for uniforms will be returned by the affluence stats and the further realization that they are SO members and different (and better) than these field rip-off organizations. - With these uniforms work out stars for SH's, AO's and FSO which are awarded to upstat producing staff. Set up guidelines where these are earned and how they are lost. This will make it visible to staff that are doing their job who the ones are that are letting down the group, as they will not have their star. - Get in the campaign bars so these can be issued to SO members by OSB and worn. Additional actions to be done: Reimplement the Officers Councils at all echelons. Put in OSB at Conts and Flag level. Reimplement (can be done using Officers Council's lines) key Sea Org ceremonies with a bang: special SO missions can be sent to all SO orgs to reswear in all staff. - Get short SO Org attitude pack of key FOs done and award each staff with one. Each EPF graduate to be awarded a pack and framed code of SO member at swearing Ceremony. - Reimplement FO 38 in all SO orgs whereby the CO is the Captain of the ship, (e. g. all crew stand up when Captain/CO arrives in dining room for meals, etc). - Work out a collective fund that can be used for SO orgs to buy a small training vessel once they have achieved high given production quotas (can be 5.4x). Utilize the "Freewinds" as a resource for officer training. - Award upstat, in-ethics and well progressing public a recognition certificate from the Sea Org. Must be upstat and only ethical standards and not wealth can determine who is to receive it. All the above steps need to be programmed in and be implemented using Officers Councils and SO missions as well as the SO Image Unit putting in the above points. 3) Each individual SO Org's purpose is to be made known, understood and pushed. 4) Gradients to be established, from fine to prosecution, for violation of the use of trademarks (out tech) in cases of missions and Class IV orgs: a) keeping public on their own lines when they are ready to move up to higher orgs because of some outside vested interests or control or due to other fish to fry, or b) delivering unauthorized or squirrel services (e. g. OT preps in CL IV orgs, etc.). Give SO orgs the power to enforce the above penalties by recommendations to IJC where these are found to exist. Give quotas to CL IV orgs for sending public up the Bridge to SH and AOs. SO Orgs are to be given the power to enforce orgs to meet these quotas so they get the public pulled up and onto services. Reinforce the SAFT (Scientologists Arrived for the First Time for Saint Hill/AO services) stat for SO Div 6es that was earlier cancelled by DHH. Get Mission EDs really operating off of the dual stat of number of first service starts and number of pcs and students to orgs and continue to quota, publicize and enforce these quotas. Get the CO/EDs CL IV orgs working to get the stat of Pd Comps with a bonus for each public sent to SH. Do same for SH and AO CO's who also get a Paid Comps bonus for sending public to its next higher org. 5) Div 6 routes into the SO orgs need to be gotten in in full. 6) "This brings us a conclusion that these SO orgs must be locally, criminally posted at the top. Certainly you just found this in one sector according to your report in the SO Management Chief in PAC. In other words you've got criminal postings showing up here." (Int Stats w/e 21 Oct 1982 RE: SO ORGS) Use WDC ED 86-5 INTERNATIONAL FALSE PURPOSE HANDLING STRATEGY ("To get case false considerations and evil purposes located and handled, to recruit up people who can do this and to expand this activity and recruiting locally and internationally.") to handle this and get this strategy debugged and in in this sector. 7) Ethics must be increased in SO orgs by actions such as: a) Getting all SO staff through the short checksheet accompanying the Intro to Scientology Ethics Book and the new Ethics Specialist Course once approved. b) Implementing C/S Series 116 in all SO orgs. c) Verifying current SO execs postings to eliminate criminal postings. d) Knock off any and all free services in all So orgs including Estates org: there are several SO orgs who are training for free tons of org's staff. Exchange must go in and free service ruthlessly ended. e) HCO Board of Reviews to be set up in all SO orgs to handle any injustice. These will have to be held by proven in ethics and On Source staff to avoid reprieving crims [sic]. 8) As we have a general scene of out tech, the out tech strategic planning of the Snr C/S Int must be implemented on a top priority basis starting with the FSO, SO orgs, down to CL IV Orgs and missions. This will include penalties of cert suspension and cancellations, to legal prosecution for squirrelling and mis-use of trademarks, major Red on White and Green on White campaign - reinstating Silver Certs for Saint Hill Internes. 9) Recruitment in the SO orgs must be ruthlessly handled, knocking out any arbitraries regarding recruiting wogs into the Sea Org, getting promo made up and widely distributed that will tell people what is the Sea Org. 10) "There is another point in those orgs: their HCOs must be totally non-existent. And this uncovers a weak point that an HCO apparently cannot root out squirrel and off-source senior execs." (RE: SO INT 23 Feb 1984) Form up qualified HCOs in the SO orgs and get these HCOs building the orgs strongly. 11) Put the SO command channels there in full with a single hatted SO Pgms Chf for each SO org at FCB level, single hatted SO Pgms Op in each CMO Cont Unit (including CMOI and CMO IXU).
