CMO REGULATIONS (Note: This in no way modifies or cancels ED 25 CMO. ED 25 CMO is a standing order.) 1. A Commodore's Messenger retains the right to enter any area regardless or permission from the area's senior or seniors. It is courteous to also inform the area's senior. 2. A Commodore's Messenger has the right to request and receive investigatory papers and info including case folders. 3. All CMO evals and pgms are submitted to the Commodore for approval. 4. Should any staff member from another org, unit or dept feel an incorrect action has been taken in their area by a Commodore's Messenger other than on direct orders from the Commodore, they may submit full data and evidence to a Senior CMO Unit for recourse. Should it fail to be handled satisfactorily to all concerned, it must then be submitted to a hnigher CMO authority until handled. 5. A Commodore's Messenger must be able to provide a valid order or that an investigation and/or pgm is warranted in an area or unit in which they are working, however are not obliged to produce it to any other than the Commodore or a CMO Senior upon request. 6. No Commodore's Messenger is obliged to comply with any order other than from the Commodore or their CMO Seniors. When such an order is vital in case of an emergency involving the safety of Sea Org property or personnel, the Commodore's Messenger should comply. Any such order must be reported to CMO Seniors. 7. CMO organization or lines may not be changed or modified without express approval from the senior messenger of the unit involved, CO CMO or the Commodore. 8. Where coordination committees exist, the Senior CMO Member or next in command should attend. 9. The CMO is not permitted to levy fines but may order Courts or Comm Evs. 10. Members of the CMO may not be disciplined nor ordered by any other than members of the CMO. 11. A Commodore's Messenger is not permitted to say something is an order from the Commodore when it is not or when the Commodore doesn't even know about it. Lt.
