I don't know exactly when she became Bill Howey's wife, but in September of 1968 she was Commodore's Staff Aide for Division 7 (executive division) and was going by the last name of Dunleavy, at least acording to Flag Order 1287, written by her: http://users.bigpond.com/jormungand/archive/fo/fo1287.htm In FO 780 "W.Q.S.B." means "watch quarter and station bill".
