Dear Mo:

Here is the weekly report and it will bring the situations in the US
up to date.

SITUATION: Paulette Cooper still actively attacking Scientology.

WHY: Insufficient data, although her continuing existence can be
traced back to ineffective Bureau IV actions to handle early on.

HANDLING: Have personnel from US Operations Section in New York with
orders to attack her in as many ways as possible. First action taken
was Operation Daniel, which is wide-scale exposure of PC's sex life.
Via inside contacts in New York, are investigating and attempting
committment procedures in line with the targets on Operation Dynamite.

HANDLING: DC Operation has ascertained that Michael Sanders has placed
two phone calls to PC since May. At this time, have not yet located a
file in Sander's office on Paulette. However, access is very tricky
operation and lack of success does not indicate that no file is
present.

HANDLING: On West Coast, an operation being conducted on Jack Horner
and John Farrell has come up with one letter from Paulette to Horner.

HANDLING: Two field operatives briefed and prepared to leave for New
York to assist if situation warrants it.

HANDLING: On West Coast, letter arrived from Paulette to a fringe
personnel inquiring about missing persons who had gone to the Sea Org.
While unable to obtain letter from Paulette, she has been replied to
by one of our people.

SITUATION: Nibs Hubbard has joined with Girodias, Paulette Cooper, and
Kaufman, in their attack against the Church. Also appears that Bernie
Green is involved.

WHY: As near as I can piece together from all the information on hand,
Nibs Hubbard's original contact was probably with the Englishman
Neville Armstrong, then probably with Girodias. Obviously, some money
is involved here as this is what motivates Nibs.

HANDLING: Stepped up the investigation on Nibs. Found him in violation
of Bankruptcy laws and are pressing U.S. Attorney's office to get them
to act, although at this point, they do not seem to care too much.

HANDLING: Started noisy investigation on the MacKenize [sic] shooting
with [sic] has PTS'd Nibs to the degree that he apparently thinks
everybody is a Scientologist, even some kid trying to date his
daughter on a perfectly legitimate basis.

HANDLING: Have provided Nibs with new credit ratings which are fed
into a computer. Therefore, anyone quering his credit rating will find
it is not okay and a few other pieces of scandalous information.

SITUATION: Jack Horner has printed book, continues to operate.

WHY: It's a living.

HANDLING: Have introduced two females onto his lines whom he has shown
extreme sexual interest in. Have bought special surveillance equipment
and am setting up an apartment where we hope to catch Jack in the act
of carrying out his bisexual aberrations. Project is coming along very
smoothly and hopefully will be concluded within 14 days.

HANDLING: Have also provided Jack with a new credit rating, using the
same system as Nibs, having the credit rating listed as not okay and
feeding some additional scandalous information into the computer.

SITUATION: John Farrell has again located in the Los Angeles area,
maintaining comm lines with Jack Horner and conducting "Primal Scream"
sessions at his onw [sic] place.

WHY: Undetermined as yet.

HANDLING: Assigned two B.4 students to the job of penetration
Farrell's operation. They are currently living at his place and have
gone through all his correspondence looking for items of interest.
Only one has shown up, which is an undated letter from Paulette Cooper
to Jack Horner. In actual fact, Farrell does not seem to be engaged in
any anti-Scientology activities at this point; however, as always, he
maintains his lines with various squirrels. Operatives living at his
place are creating ARC-breaks between him and Jack Horner.
Additionally, we have been provided with keys to his place as well as
to his car.

SITUATION: Mouse Factory thought to have filed with much needed data
on Cooper, Kaufman, et al. B.4 did not have access.

WHY: No terminal inside where data kept.

HANDLED: Fully qualified operative procured and placed in Factory.
Excellent usable data starting to flow from area. Cooper's file still
not located.

SITUATION: WW lacking some useful data re Nazi Front Groups.

WHY: Bureau IV US unaware data existed when original list sent up
lines.

HANDLING: The Dies Committee Hearings list is being obtained and will
be sent up lines when obtained.
