NON-ENTURBULATION ORDER

Joe Bueno is hereby placed under a non-Enturbulation Order.

From investigations done by the current PAC GI mission, numerous
reports of enturbulation in the form of financial irregularities have
been found.

Those reports included loan arranging, abuse of credit cards etc.
causing major upsets for public, incorrect advice to public. These
reports are on file.

Joe was given the chance to come clean and change his criminal actions
when the ethics mission fired in to the PAC area.

Instead of getting on with honest production, he chose to commit more
financial irregularities such as accounting money on the Gross Income
stat when it was not actually in the org yet. He decided to commit
more severe financial irregularities.

He has perpetuated a former operating basis from when the org was very
off policy and is not working for LRH by his own actions and by his
own admission.

While the production mission has been pushing in standard actions, he
has been covertly continuing to do off policy actions, has permitted
the vital lines to collapse around him without handling or alarming
the mission to this. Instead he committed finance irregularities.

This is causing enturbulation of magnitude to those trying to get in
standard actions.

If there is another report of Joe creating enturbulation, or crashing
his stats and thereby blackmailing his seniors a Suppressive Person
Declare will be issued forthwith, per HCO PL[,] 1 July 68, TECH
DIVISION/QUAL DIVISION/ETHICS CHITS.
