[I was recently told that the real reason for Silverman's prior RPF's
RPF assignment was his homosexuality, which is indicated in his SP
Declare further below. So apparently that was his true "crime", and

MICHAEL SILVERMAN

MICHAEL SILVERMAN former PES AOLA is hereby declared a suppressive
Person.

Through extensive investigation it was found that Michael had
committed numerous gross financial irregularities on his former post
of PES AOLA. It was also found that he has a history or repeating this
and has made no ethics change in the area.

When rollbacks of various Reges and other Church members were done,
they showed Michael to be the main source of squirrel and off-policy
handling of parishioners' finances. This has resulted in upsets and
confusions in the field as well as with those who followed his
destructive orders.

There were also several cycles found where he was involved in
promoting destructive financial actions to other staff in the Org.

Through a thorough investigation of Michael's background it was found
that he has a history of financial irregularities over the last 14
years.

Michael has also been found to have been involved in out-2D
relationships completely contrary to Church policy.

Michael is guilty of the following High Crimes:

1. HARMFUL, FLAGRANT AND CONTINUED CODE BREAKS RESULTING IN IMPORTANT
UPSETS. (LIFTED TO HIGH CRIME DUE TO SEVERITY)

2. PLACING SCIENTOLOGY OR SCIENTOLOGISTS AT RISK. (LIFTED TO HIGH
CRIME DUE TO SEVERITY)

3. NOT DIRECTLY REPORTING FLAGRANT DEPARTURES FROM INTERNATIONAL BOARD
POLICY IN A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION. (LIFTED
TO HIGH CRIME DUE TO SEVERITY)

4. USING AN ORG POSITION TO PROCURE PERSONAL OR NON-SCIENTOLOGY FUNDS
OR UNUSUAL FAVORS FROM THE PUBLIC, A FIRM, STUDENT OR PRECLEAR.
(LIFTED TO HIGH CRIME DUE TO SEVERITY)

5. NOT DIRECTLY REPORTING FLAGRANT DEPARTURES FROM INTERNATIONAL BOARD
POLICY IN A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION. [sic]

6. REFUSAL TO UPHOLD DISCIPLINE. (LIFTED TO HIGH CRIME DUE TO
SEVERITY)

7. COMMITTING A PROBLEM. (LIFTED TO HIGH CRIME DUE TO SEVERITY)

8. BEING A KNOWING ACCESSORY TO A SUPPRESSIVE ACT. (LIFTED TO HIGH
CRIME DUE TO SEVERITY)

9. USING SCIENTOLOGY (OR PERVERTED AND ALTER-ISED TECH AND CALLING IT
SCIENTOLOGY) HARMFULLY SO AS TO BRING ABOUT DISREPUTE TO AN ORG, GROUP
OR SCIENTOLOGY ITSELF.

10. FALSIFYING RECORDS.

11. VIOLATION OR NEGLECT OF ANY OF THE TEN POINTS OF KEEPING
SCIENTOLOGY WORKING.

12. BLATANT AND WILLFUL OBSTRUCTION OF CHURCH OPERATIONS OR
INTERFERENCE WITH CHURCH CONTRACTUAL AND OTHER OBLIGATIONS TO THE
DETRIMENT OF CHURCH EXPANSION OR ACTIVITIES.

13. SEVERE BREACH OF ECCLESIASTICAL AND/OR FIDUCIARY DUTY AS AN
EXECUTIVE OR CORPORATE OFFICIAL OF ANY SCIENTOLOGY OR DIANETICS
ORGANIZATION WHICH HAS RESULTED IN SEVERE HARM, LOSS OR DISREPUTE FOR
SCIENTOLOGY OR THE ORGANIZATION.

Any and all of Michael's certifications and awards are hereby
cancelled. Any trademark license that Michael may have signed with the
Church is also hereby cancelled and he has no right to use any of the
marks whatsoever.

Michael may not receive any auditing or training in any Scientology
Org or Mission. Michael's only route back into good standing with the
Church is to apply steps A-E per HCO PL 23 Dec 1965RA, SUPPRESSIVE
ACTS SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS.

Michael's only Scientology terminal is the International Justice Chief
via the Cont Justice Chief.
