By his actions, Neil has shown himself to be guilty of the following Suppressive Act: 1. WHERE A PERSON IS SECRETLY PLANNING TO LEAVE AND AND MAKING PRIVATE PREPARATIONS TO DO SO WITHOUT INFORMING THE PROPER TERMINALS IN AN ORG AND DOES LEAVE (BLOW) AND DOES NOT RETURN WITHIN A REASONABLE LENGTH OF TIME, AN AUTOMATIC DECLARE IS TO BE ISSUED. Any certificates or awards that may have been awarded to him are hereby cancelled. Any trademark license that he may have signed with the Church is also cancelled and he has no rights to use any of the marks in any manner whatsoever. Should he come to his senses, his only recourse is steps A to E of HCO PL 23 DEC 65RB, SUPPRESSIVE ACTS, SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS.
