In creating it, LRH not only researched past organizations, but past civilizations, including those on the whole track. In doing so, he analyzed the failure of past civilizations and added to our org board the one point missed on all earlier ones going back 80 trillion years: Qualifications. And the organizational Why for all organizations that have not gotten the Golden Age of Tech in at their own org can be summed up in two words: NO QUAL. Not only is expansion built into our organizing board, but so is the factor of SELF CORRECTION. Qualifications Divisions exist in orgs to do that. Many orgs were found to have "Snr C/Ses" who were actually C/Sing Tech Div Cases. Therefore, they went off their Qual function and became Tech Division staff members. In all too many orgs, key posts such as Cramming Officer, Intern Sup, SSO and even Qual Sec were found missing! Some orgs even have TTCers on Internships for months, apparently to keep the org TTC stat high by not graduating them to post, and even then have those Golden Age of Tech interns being C/Sed and supervised by non-Golden Age of Tech trained C/Ses, Intern Sups and Cram Offs, thus having the "Blind leading the non-blind (Golden Age of Tech trained interns)"! Now, as regards org auditors and C/Ses, how would you describe the Golden Age of Tech? Well, of course, it's a CORRECTIVE action. Indeed, the Auditor Certainty Courses for past trained auditors should be considered a retread. Let's go one step further. You already know the Golden Age of Tech is centered around drills that step by step bring about perfection. Where do you think that idea came from - to have drills for every auditing procedure? I'll tell you: It comes from the LRH lecture, A TALK ON A BASIC QUAL (5 September 1971). THE key reference on how Qual functions. Had your org had a functioning Qual Division, they would not have listened to cross orders, would not have listened to Tech complaining their "stats would go down" if they took the time to become 100% standard, (Qual knowing that Tech was not delivering the quality they should and also knowing stats could only go UP if tech were in) and, instead, would have forced through correction of org auditors and C/Ses because that correction function is what gives Qual its product: A CORRECTED ORG AND ITS PRODUCTS. Lack of Qual also tells you why staff aren't moving up the Bridge, in orgs where they aren't. Yet what is an org composed of? Its staff. Sure, you don't want your org to be a staff clinic, but there's a great difference between that and staff moving up the Bridge. If you think it's not important - getting yourself up the Bridge - then don't forget that is exactly what LRH expected you to do in getting up to Saint Hill Size! (See LRH ED 339R - THE BIRTHDAY GAME.) We can't build a world with broken straws. We need organizations. And those organizations must be composed of the top OTs on the planet. You don't have to wait to build up your Qual before you get the Golden Age of Tech in. You are, in effect, being bypassed by RTC in performing this function for your org. But while the Golden Age of Tech is going to go in, you also must build a Qual to maintain tech standards. Its importance transcends this issue and the Golden Age of Tech. It's the only way you will ever have a fully operational and expanding organization. If all past successful civilizations failed for lack of Qual, isn't it folly for your org to repeat that same mistake?
