It is now being made the responsibility of HCO staff for each SO Org
to see that O/W write-ups and end rudiments checks are done on all SO
members on a weekly basis.

This action is being done in order to upgrade the ethical standards of
SO members even further and make it possible for them to do their job
without distraction.

This is in full alignment with the LRH FO 228RA, PURPOSE OF THE SEA
ORG CHARACTER OF MISSIONS, in which LRH states:

"Obviously the Sea Org must be ethically beyond reproach, tough,
formidable and effective."

The procedure for writing O/Ws is to be done exactly per HCO PL 2 Mar.
84R, Rev. 24 . 4. 90, O/W WRITE UPS.

At the end of each week it will be the responsibility of HCO to
collect the O/W write-ups from each staff member. The Divisional Heads
are responsible for ensuring all staff in their Division do this
action and turn them in to HCO.

HCO is to set up a fast line for the end ruds checks to be done so
that there are no slows on completing this weekly cycle of action.

The D/CO for Ethics and Image MAA is assigned as overall responsible
for seeing that the above is standardly implemented, grooved in and
functioning and for ensuring that the line is maintained and is not
allowed to drop out.
