This issue simply lays out the lines for any staff member to use. Firstly, the only staff accepted on Flag are those who are willing to work hard as Sea Org members. Going to Flag as crew is a promotion. Secondly, each person who wants to come to Flag must have a replacement for his post and must take responsibility for seeing he is properly replaced. If you want to come to Flag as crew and meet or are willing to work to meet the above two requirements, then you can either contact your Flag Personnel Procurement Officer (FPPO) in the Ext HCO Bu of your nearest FOLO, or write to the FPPO Flag, PO Box 23751, Tampa, Florida, 33623. The FPPO will then give you the exact data needed to get an OK for you to be Flag crew, and help you program out how you will get yourself qualified and ready to go to Flag, and then get you to Flag. This applies to Sea Org Veterans (a person who has been in the SO for 2 years or longer - FO 3454RA), non-veteran Sea Org members, org contracted staff, volunteers and even public. The line is very easy; all it takes to become Flag staff is to do as above. Msm.
