WISE STRATEGIC PLANNING

INFORMATION:

LRH administrative technology is a precise technology that enables
businesses and organizations of all sizes to become stable and
survive. This technology consists of standard procedures that work
every time. WISE is the organization that has the responsibility to
see to it that this technology is gotten into use  broadly into
society, in fact into every business, organization and government in
the world.

WISE has made numerous inroads into the area of society in the last
few years, getting LRH's administrative tech being used into
businesses annd organizations in many countries, and most recently
into Russia and Albania and other such areas who before now had little
hope or realization of a codified technology of managing and expanding
the enterprises and organizations of their countries.

WISE however is not fully reaching its potential in broadly
disseminating LRH's admin tech into society and in fact, has not
concentrated its reach to the millions of business people who need
solutions to the problems of the third dynamic.

WISE materials are limited and in need of upgrading. There are vast
dissemination opportunities with the compilation and release of new
materials on LRH's admin tech not only in English, but also in other
languages such as German, Spanish, Italian, French and more recently
Russian.

There is a lack of a marketing campaign which needs to be remedied
that will make LRH's tech broadly known in society and therefore the
potential of WISE has never been realized yet we have the only
workable admin tech on the planet to solve problems for any business,
organization and government.

Also, part of the existing scene is that WISE has unmanned and/or
inoperational continental offices where WISE Int itself is doing many
of their functions as well as doing the functions of Charter
Committees. Very few Charter Committees have been established and even
those that are established are unhatted with many of their products
being redone by WISE Int. The function of getting businesses off the
backs of orgs has dropped off the org board and is virtually
non-existence with no real pattern of lines and terminals to handle
this function.

WISE needs to form up as a professional membership organization and
get each of its purposes being accomplished. Opening new consulting
groups, who teach LRH's admin tech, and getting these set up around
every org on the planet will create an influx of new public and
further expand Scientology organizations. Currently there is no
pattern of operation to get new groups opened and getting these groups
opened is a vital part of accomplishing the purpose of getting LRH's
admin tech broadly disseminated.

Underlying these situations is the omission of exactly defined and
written up full hats for WISE staff, no divisional summaries and no
basics hat on WISE has been released. Without hatting materials and
written policy, this sector has no direction and no future.

The purposes of WISE are:

1) TO GET LRH'S ADMINISTRATIVE TECHNOLOGY BROADLY IN USE IN EVERY
BUSINESS, ORGANIZATION AND GOVERNMENT IN SOCIETY ON THE PLANET.

2) TO SUPPORT AND PROTECT THE INTEGRITY OF CHURCHES AND OTHER
ORGANIZATIONS OF THE SCIENTOLOGY RELIGION BY:

(A) KEEPING DISTRACTIONS OF SCIENTOLOGY BUSINESSES OFF THE LINES OF
ALL ORGS, AND

(B) SAFEGUARDING THE ORTHODOXY OF LRH'S ADMINISTRATIVE TECHNOLOGY BY
CORRALLING UP ALL THE UNAUTHORIZED REPUBLICATIONS OF LRH MATERIALS.

There are basic organizational rudiments such as org boards, stats and
proper programming which will be issued as part for forming WISE into
a professional membership organization. This strategic planning has
been revised and is hereby issued to accomplish the overall stated
purposes of WISE.

SITUATION:

The existing scene is that WISE has unmanned and/or inoperational
continental offices where WISE Int itself is doing many of their
functions as well as doing the functions of Charter committees. Very
few Charter Committees have been established and even those that are
established are unhatted with many of their products being redone by
WISE Int. The function of getting businesses off the backs is being
performed at an irreducible minimum by WISE Int as continental offices
are not operational. WISE needs to form up as a professional
membership organization and get each of its stated purposes being
accomplished. Opening new consulting groups all around the world will
dramatically increase the dissemination of LRH's tech and bring about
the purpose of getting LRH's administrative technology into every
business, organization and government on the planet.

PURPOSE:

WISE fully formed up at both International and Continental echelons
with all its materials produced and marketed to increase and capture
non-Scientology businessmen as members of WISE while maintaining the
existing expansion of the membership with Scientology businessmen and
to get correct policy and hats compiled and in use by WISE staff so
LRH's administrative technology can be broadly exported to society and
WISE performing its duties of keeping Scientology orgs free from
distractions and influences of business activities.

STRATEGIC PLAN:

1. Dramatically increase the broad dissemination of LRH's admin tech
with 1000s of consultant groups and colleges being opened all over the
world. Get a marketing campaign done that gets Scientology businessmen
actively assisting to get LRH admin tech disseminated to new public
and being used in businesses, organizations and even governments
worldwide.

2. Get WISE Continental Offices fully set up and operational in each
of the Continental Liaison Offices. This includes approved space
planning, upstat offices with all staff esto'd onto post. Include a
complete complete network of remote registrars in every continent
under the WISE Continental Offices to markedly increase the number of
reg points to expand the membership. As a top priority, this includes
putting space, lines and terminals in key areas beginning with the
Flag Land Base as it is the international crossroads for Scientology
businessmen.

3. Get all the lines, terminals and pattern fully worked out to
accomplish the function of removing business distractions from org
lines. Get this function in and operational at WISE Int and every Cont
office.

4. Get all policy codified, written up and the needed hatting
materials produced to build a strong WISE sector and staff who are
hatted and expert at what they do both at WISE Int and Cont echolon.

5. As part of reorganizing WISE with continental offices, tremendously
expand the existing number of Charter Committees and get them active
and actually handling the membership with standard mediations and
arbitrations being conducted. As part of this get all the policy and
hats compiled and issued to make these committees a success and so
they can perform their functions.

6. Get an internal PR campaign written up that "dings in" the the
[sic] purposes of WISE and getting LRH's admin tech broadly
disseminated. This campaign is to get a visible show of purpose around
the org with wins from admin tech in society, hats, whips, BP pads,
etc., in order to bring about a major increase in production.

7. Work out and get all the WISE materials compiled and released and
use these materials to disseminate LRH's administrative technology to
the world. This includes getting the line up fully worked out and
these materials produced for training consultants in the colleges. Get
these materials compiled, translated into the major languages,
packaged, produced and issued for use.
8. Get all the marketing research completed with a campaign to launch
memberships broadly to raw business public to make WISE the largest
business membership association in thew world. This membership will be
launched to penetrate every part in the corporate business and
government echelons of society.

The marketing research will include full research on the dispute
handling activity, so that WISE will take-over [sic] business
arbitrations and replace the antiquated justice system that exists
with Scientology ethics and justice procedure. This will be another
avenue to get non-Scientologist using WISE services to further ensure
the application of LRH into the business world.

9. Get a new WISE membership campaign and program approved and
launched with upgraded membership magazine, newsletters, flyers and
broadsheets. This campaign is to promote becoming a consultant, the
Consultant's Association with newsletters, etc., to popularize being a
consultant. This campaign is to include every piece or paper that goes
out of WISE; letterhead, business cards, etc., with an overall concept
of superior quality.

The campaign is to also include upgrading the membership benefits.

10. Get a books marketing campaign released for WISE as part of the
broad dissemination of LRH's admin tech by which major ads in 100s of
magazines per the LRH tape Project 3rd Dynamic and create a huge mail
order business that distributes thousands of LRH books, materials and
WISE packs.

11. Get WISE fully computerized. This includes an up-to-date
computerized CF and addresso, a fully computerized tracking system for
moonlighting staff and external business influences. Get special
programming done as needed by INCOMM so these computerized systems are
tailored for WISE.

12. Launch an external PR campaign which puts LRH and the workability
of his administrative technology into key business publications,
television and radio that will utilize top Scientologist businessmen
to capture key executives in the top corporations of the world who
will in turn become members of WISE and spokesmen for LRH's
administrative technology.

13. Program out and heavily campaign to all WISE members to become org
FSMs by referring their clients with personal problems to orgs for
handling.

14. Get Mastertech completely off the ground with proper command
channels sorted out, a terminal in WISE who will be posted to take
full responsibility, and proper programming to make this corporation a
huge success. This includes working out Mastertech financing, staffing
of the organization and release schedule for software products fully
worked at and being produced.
