ISSUE RE:
MEDIATION BETWEEN RON LITCHFIELD AND DAVID SINGER

This issue is to clarify any confusion regarding the outcome of the
mediation between Ron Litchfield and David Singer.

In January 1993, Ron Litchfield and David Singer, the 2 shareholders
of David Singer Enterprises, had a business dispute handling which was
settled by a mediation using the WISE Charter Committee Dispute
Resolution line. This mediation resulted in David and Ron dissolving
their business relationship. The written mediation detailed how the
various agreements and business connections were to be dissolved.

It was also agreed that David and Ron would not discuss their
mediation nor take any actions that would defame the other's character
after the signing of their mediated agreement.

Due to some misinformation, a false impression came about that this
situation was an ethics matter. This was a Civil dispute between David
and Ron.

According to LRH in HCO PL 2 June 65 I, WRITING OF AN ETHICS ORDER:

"All Civil matters in writing an Ethics Order are headed CIVIL
HEARING."

"This removes the idea the disputants are in trouble with Ethics. They
aren't. They're in trouble with each other."

To lay any confusion on this to rest, this entire matter was a civil
dispute between the 2 shareholders of a business and was not an ethics
matter.

Ron and Elsa Litchfield and David Singer have each contributed in the
area of dissemination and have gotten good products. All are in good
standing with WISE.

It is expected that David and Ron will no doubt continue their
individual actions to disseminate LRH admin tech and are fully backed
up by WISE INT in doing so.
