Isn't the filing of such groundless complaints a RICO offense since it's done in retribution and retaliation for having provided witness testimony?

The crime syndicate is once again trying to intimidate expert witnesses into stopping the good guys from testifying against them. And in this case we have Lt. Ray Emmons -- once of the Clearwater Police Department -- providing detailed evidence of Scientology's racketeering which could easily put Scientology's ringleaders into prison if the DA decides it's time to do so.
