Dear Mr. Fisch:
In October 1999, an individual named Barbara Schwartz filed a Freedom of Information Act request with the FDIC Chairman for records concerning quote all records the FDIC has on herself, and also L. Ron Hubbard, founder of Scientology, her ex-husband? Mark C. Rathbun, Claude and Elizabeth Rathbun, the attorneys of Mark, Claude and Elizabeth Rathbun, an independent or Special Counsel, who investigates govermental wrongdoing and who subpoenaed records on the requester unquote.
the request was processed as case number 99-0769.
I request a copy of all files at the FDIC in connection with this FOIA request.
I would like copies of the releasable portions of all correspondence to and from the requester.
I request a copy of any materials of any kind whatsoever in the administrative file for this request, including but not limited to notes, memos, administrative tracking forms, letters, email, etc.
I request a copy of any emails exchanged concerning this request that are reasonably accessible.
I request a copy of any FDIC or other records released in response to this request.
I request a copy of any appeal letters or administrative appeal correspondence associated with this request.
I would like to receive copies of any records in other offices of the FDIC which concern this request.
While I realize that some portions of this request impute a Privacy Act issues, I would like you to release all segregable releasable materials because some of the third party file material was processed under FOIA rather than the Privacy Act. Moreover, a portion of the original request correspondence should be releasable where it concerns a FOIA request rather than a Privacy request. Finally, the bulk of the records reviewed concern third parties and very little if any of the records concern the requester herself.
Please release all segregable releasable records. Please review this material carefully to disclose all portions, down to the paragraph, the sentence, and even the word by word level.
I agree that I will pay up to $40 for records concerning this request, if necessary. I understand that the fee may vary depending upon the nature of the requester and I ask you to categorize this request into the proper fee category.
If you decide that the fees will be larger than $40, please hold my request in abeyance for 60 days unless and until you receive and process a request for another requester, and in that case I ask that you provide me the same material as you did that person.
Sincerely,
YOUR NAME

>Who is the requestee, Barbara Schwartz . . .
Barbara Schwarz is a former Guardian Office staff member who became
mentally ill because of scientology, but was also involved in the set-up
operation against Cyril Vosper. Much later, she filed lawsuits claiming
she was married to Mark "Marty" Rathbun.
Barbara was later taken into another sort of isolation in Copenhagen which seems to have broken her down completely. She escaped to the U.S. and she is hiding there with the weird idea that CoS has taken over the world.
People who are close to her have asked for my help by meeting her, and I almost did so in 1997 when I was visiting U.S.A. But Barbara was too scared to meet with anyone she suspected could be a scio.
I am still in contact with some of her relatives in Germany who are very concerned about her. I wish I could help more, but it's rather difficult doing so from Sweden.
