All I can think of is that someone has been using my identity and had contacted the U. S. Department of Justice Civil Rights Division claiming to be me, else a FOIA I filed was passed along to a Civil Rights Department of the DoJ. I'll try to contact the office that sent me this and find out what they're refering to however here's the letter I received today from totally out of the blue. And there's something bizarre on the envelope. What's also strange is that the office didn't include a photocopy of whatever it was they were responding to and in _every_ FOIA I've filed I've _always_ received a photocopy of my own FOIA returned to me. I always return the favor when I reply.
What's telling is the fact that it is addressed specifically to me rather than to my organization which alone tells me that if someone wrote to the Department claiming to be me they didn't know how I address letters to such agencies. Either that or a FOIA of mine was forwarded to this department for some reason.

There was _one_ FOIA I filed with an agency that might remotely have called the Department of Justice in yet I've never written to the DoJ for any reason that I can remember and I keep copicious notes and I keep encrypted copies when I mail anything out and everything goes into a folder marked with a symbolic name of the case. The folders get stored off site after that.
The one DoJ related case was a FOIA I had filed requesting information on whether the wanted fugitive Heber Jentzsch was still wanted by the DoJ and whether the fugitive was subject to extradiction and/or collection by bounty hunters operating within the United States. This response doesn't seem to relate to that FOIA request. Also that FOIA was a _long_ time filed, being filed back when the newspaper article covered the fact that the DoJ was looking for Jentzsch as a wanted fugitive. I never received a reply to that FOIA, not even confirmation that the agency I filed it with received it.
The envelope is a bit strange. It was originated in Washington on May 28'th, was OPENED AND INSPECTED by an unknown agency in Baltimore on the 29'th which resealed it, put a stamp on the envelope I won't discuss, and then was given to the postal service.
