In days of yore, new staff recruits to a Class IV org would be Expeditors until they completed their initial staff training and could be permanently posted. To "expedite" meant to rush around dealing with emergencies, such as getting bulk mail ready to go out or driving somebody to the airport or whatever.
If you were recruited by HCO, your title was "HCO Expeditor" and you did chores primarily for HCO, unless another Division head could beg or steal you away. Occasionally you would see an Expeditor doing body routing or bookselling, but these jobs require a high degree of confront, which not all Expeditors could muster. A smart manager would try not to completely burn out a recruit before they were posted. Unfortunately, not all managers were that smart.
HCO (Division 1) consisted of 3 departments (in a 19 department org board):
Dept One Personnel
Dept Two Communications
Dept Three Ethics
A day in the life of an HCO Expeditor might be to report to roll call at 8:30 a.m., then go and get (wake up by pounding on their apartment door) one or more staff who didn't show up for roll call. Come back and help clean up the public areas.
Help the Director of Communications (Dir Com) sort and put out the mail into the Basket System. Each staff member had a basket in the Comm Centre.
