4. HIGH CRIMES. These are covered in HCO Policy letters 7 March, 1965 Issues I and II and consist of publically departing Scientology or committing Suppressive Acts.
Cancellations of Certificates, Classifications and Awards and becoming fair game are among the penalties which can be levelled for this type of offense as well as those recommended by Committees of Evidence.

So here, in 1976, we have a new OEC with the old Fair Game policy right back in. the Issue III tell us Scientologists accused of High Crimes can be fair gamed.
And it archly refers back to the original issue I, 7 Mar 1965 Fair Game Law.
And we are back to the smirking "This P/L does not cancel any any policy on the treatment or handling of a PC".
In 1976, Hubbard most certainly was still running CoS with an iron hand also.
This is about as brazen as it can get. The GO hatpack of 1974 starrates 1 March 1965. The original fair game law.
Some have argued that was something that Hubbard did not do and was not his responsibilty. But we see that prior to 1976, when this was printed, it was in fact in force. This is the second American printing. The first was in 1974. The first printing of OEC in English was in 1971 from Denmark.
If anybody has a copy of either, I'd appreciate looking at that and seeing if this is in that one also.
I had always wonders why the cult didn't try to prove in the Allard case fair game had been cancelled. Now I know. Allard probably used this to prove they had not.
Another bit of the puzzle solved.
