Organized crime and terrorism are also important areas for international police co-operation, as they have especially close connections with traffic in drugs, weapons and explosives.
In addition to studying all the aspects and ramifications of organized crime, the long-term aim is to create a database of organizations and groups of people permanently engaged in criminal activities for profit. More specifically the Organized Crime Branch aims to:
establish and regularly update a computerized file of information on individuals, associations and groups engaged in international organized crime cross-check and analyse all organized crime information supplied by Member States share all relevant information with the NCBs, by sending out circulars, reports and international notices plan co-ordinated action list available resources organize workshops and meetings on particular aspects of organized crime.
The Branch also undertakes projects in specific areas in order to keep Member States informed about different criminal enterprises and individuals.
Organized Crime Bulletins are designed to assist law enforcement
agencies by providing information on significant cases and
developments in the area of international crime. Readers are
encouraged to contribute to the overall objective of these
bulletins by sending in information they would like to see
published on a global basis. The work of the Organized Crime
Branch is complementary to the work of the other branches in
the Criminal Intelligence Directorate, whose tasks are to focus
on specific types of crime and not on the organizations or gangs
responsible for committing them.

Identification, tracing, seizure and forfeiture of assets derived from criminal activities: The FOPAC Branch (an acronym deriving from the French title of the branch - "Fonds Provenant d'Activités Criminelles") gathers information about the movements of funds derived from such criminal activities as drug trafficking, terrorism and commercial fraud. It is often possible to identify the "bosses"
of organized gangs of criminals and traffickers by tracing the sources of funds derived from criminal activities.
FOPAC was involved in the drafting of the Council of Europe Convention on the laundering, tracing, seizure and confiscation of the proceeds of crime. It is involved with the G8 Financial Activity Task Force (FATF) in implementing its 40 recommendations, as well as other international organizations dealing with improving legislation, law enforcement action and co-operation on international money laundering issues. Jointly with the United States government agency FinCEN (Financial Crimes Enforcement Network), it is conducting studies in Eastern Europe and Asia on the status of emerging anti-money laundering legislation and investigations.
The Branch has been instrumental in developing model legislation designed to make it easier to obtain the kind of evidence needed in criminal investigations and proceedings aimed at confiscation of the proceeds of crime. This model legislation has been distributed to Member States so that governments can adapt and adopt it. A FOPAC Bulletin contains information on the laundering of funds derived from illicit activities. FOPAC is working with the United Nations Office of Drug Control and Crime Prevention (UNDCP) to develop and complete an automated compendium of information on the status of legislation and law enforcement in different countries.
