This is the "Continued Conspiracy" clause of the formerly-secret "Closing Agreement" between IRS officials and the various Scientology-related entities and individuals.

This ranks amongst the most infamous legal documents in the history of the United States. Because this "Closing Agreement" was intended to remain a state secret, this stands as black-and-white proof of malicious, premeditated conspiracy by an Executive Branch agency of the federal government against the Constitution of the united States of America, against the separation of church and state, and against the Constitutional rights of the people of the united States of America.

It is first quoted, then repeated with annotation:

"Relinquish" means to "put aside," "abandon," "desist from," "surrender," "renounce."

"Claims," in this usage, is a legal term meaning "cause of action," and implies the right which the signatories might have to institute a legal proceeding for an "unlawful violation or invasion of right."

The choice of the term "relinquish" presupposes the pre-existence of such a right or claim.

"...arising out of any action or inaction..."

Anything and everything ever done, or which should have been done and wasn't.

"...of the Service..."

"The Service" means the Internal Revenue Service.

"...of [SIC--"or"] current or former Service employees..."

This means any individual ever employeed by the Internal Revenue Service, from its inception up to the date of the signing of the agreement: 1 October 1993. (The typo, accidental or intentional, introduces maneuverable ambiguity and confusion.) It must be noted here that this wording therefore includes Meade Emory, former Assistant to the Commissioner of IRS, and co-founder of the corporation known as "Church of Spiritual Technology" (CST), which owns all the copyrights, and which has controlling interest in the trademarks and "Advance Technology," and so is in ultimate control over all of Scientology.

"...that occurred prior to the date of this Agreement..."

This covers any and all claims for any and all activities (or failures to appropriately act), from the beginning of time up to the date of the signing of the agreement--which makes the following phrase a particularly careful, specific wording of something already covered by the broad wording above, and therefore of extreme and peculiar interest:

"...INCLUDING, BUT NOT LIMITED TO, ANY CLAIMS OF CONTINUED CONSPIRACY HAVING A GENESIS PRIOR TO THE DATE OF THIS AGREEMENT. ..." (emphasis added) And here we have the actual reason for the very existence of the clause. The fact that the signatories and members must "relinquish" any and all claims of a "CONTINUED CONSPIRACY" stongly implies the *existence* of such "continued conspiracy," and the existence of a resultant claim (right to judicial relief) which must be relinquished. Almost beyond belief, the statement goes so far as to reveal that the referenced "continued conspiracy" began some time ago, at a vague and undefined date "prior to the date of this agreement." It cannot be ignored that this certainly includes the period during which Meade Emory was Assistant to the Commissioner of IRS, in the early 1970s. But now this infamous "Continued Conspiracy" clause goes MUCH further. The next sentence is deceptively broad and sweeping. It not only strips the named signatories and members of their individual rights to legal relief against IRS for a "continued conspiracy"; it secretively enjoins the signatories and members IN A NEW CONSPIRACY with this outlaw branch of the federal government--IRS--against the civil rights of ALL SCIENTOLOGISTS in order to protect ANY AND ALL EMPLOYEES AND AGENCIES OF THE FEDERAL GOVERNMENT from any possible legal actions regarding a "continued conspiracy:"

"...In addition, the Church signatories, and the Individual and At-large members of the CTCC certify..."

This now enjoins ALL signatories in this once-secret conspiratorial agreement.

"...that no Scientology-related entity or Scientology-related individual shall assist (directly or indirectly)..."

This sweeping statement includes every single Scientologist, and every single employee of every Scientology organization everywhere in the world.

Although the language of the "Closing Agreement" is far too convoluted and self-referencing in its definitions of "Scientology-related entity" and "Scientology-related individual" to analyze in-depth here, any serious student of it will learn that these definitions--in concert with membership requirements--are carefully constructed to capture every practicing Scientologist in the net, and to put them under the terms of this secret clause WITHOUT THEIR INFORMED CONSENT. This is, itself, a federally-constructed conspiracy against the Constitution of the united States, and against the constitutional rights of individual Scientologists.

"...ANY PARTY IN ANY SUIT AGAINST THE UNITED STATES, the Service or current or former Service employees..."

It is here that the wording is abruptly and unceremoniously broadened: Now NO SCIENTOLOGIST can be allowed to assist, directly or indirectly, ANY party, in ANY suit, against ANY DEPARTMENT OR AGENCY OF THE ENTIRE UNITED STATES! This of course includes the Intelligence Agencies, the Department of Justice--ALL of the United States. AFTER sweepingly naming "the United States," the wording then unnecessarily names "the Service" and "current or former Service employees" as a mere misdirection; it lulls the reader into believing that it is somehow a limiting statement, when in fact it is only an adjunct to the previous inclusion of the entire "United States" federal government. And the next phrase cleverly and covertly includes ALL FORMER OR CURRENT EMPLOYEES OF THE UNITED STATES--NOT just IRS:

"...based upon any claim arising out of any action or inaction of the Service or former or current employees..."

NOTE CAREFULLY that in this one case, the word "employees" IS NOT DIRECTLY QUALIFIED. The fact that "the Service" is mentioned just before it does not limit "employees" to employees of "the Service;" so the word "employees" now reflects back to the phrase: "the United States, the Service, or... ." Therefore, this now gives blanket protection to ALL FORMER OR CURRENT EMPLOYEES OF THE UNITED STATES--any and all branches, any and all departments, any and all agencies, for ANY claim arising out of ANY action.

"...that occurred prior to the date of this Agreement INCLUDING, BUT NOT LIMITED TO, ANY CLAIMS OF CONTINUED CONSPIRACY having its genesis prior to the date of this Agreement." [emphasis added] In short, this ineffable "Continued Conspiracy" clause is, itself, a conspiracy against all Scientologists, and against ANYONE bringing suit or action against the federal government, or any of its branches, or any of its departments, or any of its agencies, or any current or former employee of the federal government of the United States. And it is all constructed to ensure that no one will every get any assistance or information from any Scientology organization or individual regarding a CONTINUED FEDERAL CONSPIRACY HAVING ITS GENESIS PRIOR TO THE DATE OF THE AGREEMENT that is somehow related to Scientology.
