I have a three-part FOIA request:

I'm requesting a copy of the investigative report -- ROI -- Number 8-9801-0002 which I believe consists of around 123 pages of information describing the Tax Inspector General's investigation of the IRS Closing Agreement between the IRS and the Church of Scientology, as mentioned in IRS Press Release IR-97-50, dated December 31, 1997.

The second part of the request asks for possible additional documentation both public and private which covers allegations both confirmed and suspected of blackmail, extortion, and other traditional racketeering activities instigated by the Church of Scientology which may have motivated the Closing Agreement. This would be documentation which covers instances of known and suspected racketeering against IRS officials on the part of the Church of Scientology which are not described within the previously-mentioned Inspector General's report.

The third part of my request is to ask for possible additional documentation both public and private which covers allegations both confirmed and suspected of criminal collaboration on the part of IRS officials and ex-IRS officials with the Church of Scientology which may have motivated the Closing Agreement. Collaborations between the IRS and the Church of Scientology which are of a legal nature are not of interest to my research. This would be documentation which covers instances of known and suspected criminal collaboration with the Church of Scientology by IRS officials and ex-IRS officials which are not described within the previously-mentioned Inspector General's report.

I'm a private individual and I intend to use such information as background research into an article for publication. I could comfortably expend somewhere around $100.00 U. S. Dollars in fees for such information.
