April 22, 1998 I picked up a ringing extension in Records from my desk. It was a call coming in on ext. 4448. After I gave my standard greeting, the caller identified himself as Ken Kramer. He requested the report numbers for two trespasses that occurred at 210 S. Ft. Harrison Ave. On Friday, April 17th. I confirmed the two report numbers with him, 98-10044 and 98-10103.

I then advised that those reports were not in yet. He asked when the reports would be available. I told him 5 to 7 days is normally sufficient, but it depends on the nature of the report. I suggested he check back later in the week.

He then changed the subject and said he had read my April 15 letter in which I stated that we had completed all his requests. He told me that was not correct, there was still an unfinished request. He referred me to his 2/11/98 request for 2 years of correspondence, notes, statements, press releases, faxes, letters, and e-mail to any media outlet concerning the Church of Scientology in any way from Sid Klein, Wayne Andrews, Paul maser, Wayne Shelor, Bob Pease, Tom Miller, and J. Carrasquillo.

His 1/31/98 request that I responded to concerned only those documents concerning specific individuals from the same employees. I apologized for the oversight and informed him we would process his 2/11/98 request.

Since Mr. Kramer and I spoke about another request last Friday for 5 years of UCR, in-house crime, and monthly reports, I advised him that due to illness of staff, we had lost 4 workdays and we were unable to complete his request within the two days we told him we needed. He commented "it seems people who work there get sick a lot." I fold him it happens, one person fell and broke a toe, and the reasons vary from person to person.

After completing the call, I consulted Capt. Githens about the fact that Ken Kramer is calling often several times in one day, getting different employees involved and working on his request. I have been his designated contact person, but he is not abiding by that. Friday, he contacted Sue and Kim directly (he has copies of the phone lists.) and then Lt.

Patterson and me again. These calls and the time spent on the phone with Mr. Kramer are taking time out of Records, during a time when we are still trying to fill two vacancies and distribute the workload. We cannot spend 15-20 minutes with Mr. Kramer each time he calls. Capt. Githens decided that Lt. Patterson will become the new point of contact for Mr. Kramer.

His requests will be processed in the same manner.

I instructed all records personnel to refer any future calls from Mr.

Kramer to Lt. Patterson until further notice. I consulted Rob Surette and we agreed to give Wayne Shelor copies of the 2/11/98 requests to review and provide me with those documents so I can prepare a response letter.

Call from Ken Kramer
Friday, March 6, 1998
9:15 a.m.

Ken Kramer called to find out what was ready now for him to pick up. I told him I would update him on our progress.

According to Angie Aldrich whom I spoke with yesterday, the AARP person they use in Human Resources to prep files has been out sick all week. She will return on Monday and be able to continue with the prepping of the pending personnel and training files on police officers.

Regarding the Western Products, Calzone, and Pierce Import records, the employee locating and redacting those records has been out due to a family medical emergency this week, so this will not begin until at least Monday of next week.

As to his follow-up request for the actual 241 responses to the downtown bicycle survey, I related to him that I have been advised that the actual surveys were retained one year and as there were no public requests for them, they were destroyed. I told him that is consistent with department policies and how previous surveys have been handled. He referred to a database that the response data was compiled in, and I told him I would check on that.

He then said that he was not pleased, that quite a long time had passed since his requests were made, but that "he wasn't going to argue" with me.

He said "Fuck" and hung up the phone.

About thirty minutes later, Ken Kramer called back and said he wanted to know exactly what date the survey responses were destroyed, because if they were kept a full year, that year was not up yet since his information was that the survey was begun in February, 1997. He made his request for those responses in January, 1998. I told him I would research his question and provide the answer in my written response.

Speaking with Sgt. Griffith, I learned that Deputy Chief Williams instructed him to dispose of the surveys in preparation for the mock Accreditation audit. He thought the surveys were destroyed no earlier than Feb. 20. Although we keep them a year, that's not a specific requirement, in fact, it's our own policy, as State Guidelines consider these "Management Studies" with a retention of OSA. Sgt. Griffith still has the dbase IV database on his computer, so I have contacted Jay Peer requesting he make a copy of that either on disk or in list form, so that we can indeed provide Mr. Kramer with the raw data he is seeking.
