The WW (and any other) Legal Statistic may ONLY consist of
SUCCESSFULLY COMPLETED CYCLES OF ACTION
A suit filed is not a completed cycle of action. A suit ended is a complete cycle of action only when we will never hear of it again. An opponent whipped or arrested is a complete cycle of action.
Out Ethics and slow admin drag out suits and legal actions. If the stat of legal is low, action must be taken by the Executive Council.
Explanations as to how difficult it is or how dangerous are just rational- izations of a statistic.
By *successful* [italicized] in the above definition is meant only "not destructive of ourselves".

This policy, written by Hubbard, appears on page 531 of the OEC Volume 7, first US printing of 1974. I note it is curiously absent from the new 1991 version of the OEC Volumes. In fact, the above policy letter is not even listed in the table of contents. Nor is there any mention of it in the new 1991 OEC Policy Index.
Now what was that lie often repeated by Scienos about how "all policy appears in the OEC volumes"?
Just goes to show, once again, that Scientology lies when it says "there is no hidden data line".
