Mr. Miscavage, It's happened again. I won't go into all the details of the Raul Lopez case; I'm sure you either already know them, or have better access to that information then I do.

However, I have a question. When are you going to find the SP's responsible for creating such Entheta for Scientology?

The members of Scientology who allowed this "Hill 10" situation to occur must be found, they must be stopped before they bring more harm to Scientology.

You must order more sec checks, you must insist that only 100% standard tech, as created by Hubbard, is used in Scientology. Anybody attempting to squirrel the tech much be found; they must be stopped.

It is obvious to me that members high in the Sea Org are SP's, how else can you explain their inability to prevent the protests a few weeks ago in Clearwater. You must get more sec checks on these people to find out who is trying to subverte Scientology for their own gain.

It is obvious to me that whomever is working on the legal battles is being Suppressive. How else do you explain the failures in the courts over the last two years? How else do you explain that the lawyers once again sent a letter in American to a Norweigan citizen talking about Swedish copyright law? This kind of mistake is too simple to happen twice by accident.

It is obvious to me that mission holders and staff are becoming SP, how else do you explain the constant downstats for raw meat, new clears, and OT completions?

You must do something to stop the SP's. More sec checks; more RPF time;

more retreading on levels must be done.
