L's are more auditing. L-12 deals with hidden influences on a person,
i did that in 1984, It was one of the few things at upper levels what
was not total brainwash, I got a lot out of it. cost $5,000 at the
time. Now its $75,000 I think. L-10 deals with taking
responsibility, and L-11 with severe unhandled conditions ( I know
several who have done those L's, the results have been spotty)
Eligibiliy is a lie detector program at great expense, done to run up
the tab and intimidate the person. and some supposedly 'clean up
auditing' on past auditing... real purpose to get all the money a
person has.
The thing to understand about any scam is that is lies mixed with truth, the truth is used to sell the rip off.

Thats a good question, it started after the US govt got involved in 65
and has gotten worse in stages ever since. for a more detailed
understanding and what the motivations might be there are several
books... the last by Col David Moorehouse (ex US army ranger) and
member of the US armys remote viewing program. "psychic warriors"...

That has always amazed me. It does indeed seem that someone wants the
cult taken out from the inside, but at the same time wants the
espionage, and money laundering to survive. There are many weird
theories, most of which Im loathe to respond to.
