OK, to fill in the blanks:
Back in 1990 Mountain View wanted (or was being pushed) to become an Org for the 1991 Birthday Game.
It had been a very successful mission, with Marc Silber as Mission Holder (CL VIII, OT 8), Jan Racheff as ED (OT 8 CL IV), Penny Silber as D/ED and primary Div 2 Registrar (OT 7). Jan's husband, Jerry Racheff, was an FSM and OT 7. There were various other staff, but no other OTs on staff (although a couple staff were Clear).
So at that time, in order to become an org, you must be able to deliver the Key To Life & Life Orientation Courses, and in order to learn how to deliver them, you must have done them & be trained on how to deliver them, and this was only offered at Flag. (Side note - this is different than any other Scn course - most Course Supervisors do not need to have done the course they supervise).
Also, these courses required 3 people - a course sup, an auditor (as KTL involves clay table auditing), and a C/S.
Also, since they wanted to deliver these courses to OTs (as there are quite a few in the Bay Area), they wanted the highest case level possible for the auditor & C/S (the sup's case level doesn't matter as much).
So they sent Jan & Marc to do these courses (they may have already done the KTL/LOC, I don't recall, but they needed to go do the delivery courses).
I wasn't there at Flag, so do not know all of the details of exactly what went down. But, Marc & Jan came out of this wanting divorces from their current spouses, and wanting to get married themselves.
Now, keep this in mind, they were OT 8s - "Superior Beings" to Scientologists. And it wasn't that they were married to low level cases: Jerry & Penny were OT 7s (also "Superior"). So, to say the least, there was massive enturbulation in the field. Not to mention, disruption in the mission - Penny, the D/ED now had to take orders from her husband's mistress! So, all 4 got "summoned" to Flag for "handling". Again, I don't know the details of what happened, but the outcome of the handling was.....
Penny & Jerry got married!! Jan & Marc weren't married yet - I guess since they were still on staff (I think Penny left staff by this time), they were required, for PR purposes, to not marry right away (they eventually did).
The whole thing caused major ARCXs (ARC breaks - Scn term meaning basically unhappiness) throughout the area.
And there were custody problems as well. I believe Penny & Jerry got custody of the kids (all 7 of them), but with liberal visitation from Marc & Jan (at least they all had the same sets of parents :-) But now MV was an org, and I don't know if it was this fact, or the whole 2D (second dynamic - term for marriage, sex & kids) situation, but the org did not do well (stats fell, pay was low, etc). Since both Marc & Jan were on staff, they had a money problem, which interfered with child support payments. Marc eventually left staff (another ARCX - what's an OT 8, Class 8, former successful Mission Holder leaving staff for? Why can't he "make it go right"?).
Anyway, that's an example of the most ethical people on the planet, at the highest levels of the Bridge, succeeding in their personal lives.
