PROCESS SELECTED CELEBRITIES.
Rapid dissemination can be attained, with the advent of 2-12, by the rehabilitation of celebrities who are just beyond or just approaching their prime.
This includes any person well known to the public and well liked but who has passed his or her prime, or any rising figure.
The Association or Organization Secretary is to personally do all contact work. A Class IV auditor only may be assigned to do the actual processing. The only process to be used is Routine 2-12 utilizing a special List One. The pay is to be "Any contribution you would care to make if we have helped." No other pay is demanded. Only Association or Organization Secretaries of Central Orgs may select or handle this project.

Failure to make these reports involves the executive or staff member not making a report in any offence committed by a junior under him, or, in case of job endangerment, by a senior over him.
These reports are made to the Ethics Section of the Department of Inspection and Reports.

OPINION LEADERS
An "Opinion Leader" is that being to whom others look for interpretation of publicity or events. Through wisdom, proximity to data sources, personality or other factors including popularity itself, certain members of the group, company, communi- ty or nation are looked to by others for evaluation. In the teething days of Public Relations, George Creel, who conducted the massive Liberty Loan drives for the US government considered that it was enough to batter avalanches of publicity down on the heads of the "general public". Given enough money, enough media of communication and no real opposition this proved successful enough. But as time unreeled, some unsung PR man recognized the fact that the "general" public was made up of smaller groups. Churches, social clubs, factories, and thousands of other large or small groupings of the population were what made up the "general" public. ********
Celebrities are more often opinion leaders as they arrive at their role by popular acclaim. But even here one has to operate with good sense. Paul Robeson, the great American singer, was used by Communists in the 1930s to popularize their cause. It did not achieve this. Paul Robeson championing his own race probably would have advanced Civil Rights legislation greatly. The misuse brought anti-Communists to believe that all the Negroes would now become a Communist Fifth Column and brought about strong opposition to Negroes and to Communists.
The rule that should not be violated is to use an opinion leader only to further an opinion he could have visibly. The equation must add up with all factors of a kind, not a strange factor interjected into the sequence. Like music, you don't introduce a wrong note in the scale if you want harmonious rendition. GOOD NEWS
To start the New Year Right, AD19 begins with Tech getting in-in-in over the world, stats going up, celebrities coming in, English MPs beginning to appear for processing, and staffs everywhere on the ball.
It is not a good New Year for the World Federation or their local "National" mental "health" organizations. We have brought their status under review at the UN, have a law against psychiatry going into the UN general assembly and are busy chopping down their appropriations charity gifts and a few more actions even more effective. We were obviously the wrong people to declare war on. Well, I suppose you don't win empires without wars. Nice if you could but you evidently don't. All this is a good action in itself as it takes the heat off a few million poor devils in their private and expensive prisons. So any attacks on that crowd is a good action in itself.
For the rest of the world, we hope 1969 will be a more sensible year with less wars, less cries of alarm, more competence in the governments.
We've gotten this far - After Dianetics 19. We're in better shape than ever. And we're getting on with it.

A very convincing example of the VITAL NECESSITY of surveying if you want ANY response from your Promo is illustrated by a report just received from Celebrity Center.
1. Three BIG names were to appear for a Scientology show on a big college campus. The campus was flooded with promo for which no survey was done. Only 80 people turned up for their show.
2. One week later another Scientology show SURVEYED and found the tone level (ANXIETY) and put up posters only. (Far less promo than the first show.)
THREE HUNDRED AND FIFTY PEOPLE TURNED UP for the show and six raw public promptly signed up.
