Doctors aren't the only human beings who make mistakes. Auditors (counselors renamed by Hubbard) make them, and the payer gets to fund every step of uncovering these mistakes.
Even if the auditing one gets is "free," a red tag at exam can get you sent to a place in the org where all bets are off. Red Tags happen when you aren't happy in the exam booth. An exam is given with the person on a meter after each session of auditing. Red Tags, by the way, must be removed (meaning that the person has a floating needle) within 24 hours or the technical division stats are impacted, i.e., no laundry time for you.
Another place where the payer funds research is during a Folder Error Summary (FES). Every so often, the Case Supervisor orders one of these. It is an easy way to get stats (production) and auditors who are screwed up somehow (lower conditions, out of date on their High Crimes) can be made to sit all night logging the errors in a stack of PC folders. Of course the payer (PC) gets the bill.
Really the only times one ISN'T charged for research ... er, auditing, is exams and D of P interviews. One gets billed for ethics, qual, course room, C/S hours, hell everything. It is like you are a pinball with a credit card.

Yah. That Folder Error Summary is a double drag because it is done
strictly for the auditor's benefit. So that the auditor can be crammed
or re-trained on the materials on which he erred. As far as the PC is
concerned, anything out or wrong with his case can easily be determined
by assessing the CS 53. The 53 covers everything that can be wrong with
a case.
