On Tuesday, December 14, 2004, at about 1115 hours, I was on routine patrol in a marked San Jacinto Police patrol unit. 1 was stopped northbound on State Street at a solid red light at the intersection of T" Street. At that 1 observed the light change to green for
the east/west bound traffic on T" Street. As the vehicles began to drive forward 1 saw a White Ford Station wagon driving eastbound on 7th approach the intersection in the left turn lane et a high rate of speed. The station wagon continued into the intersection and turned left cutting off the westbound traffic causing them to slam on their brakes (A violation of 21801 (a) CVC ).
As the station wagon began its turn, the wheels were loosing traction causing them to screech. I estimate its speed at about 30MPH. The station wagon finished its turn and proceed northbound on State St. I continued to observe the vehicle as I was still in traffic at the red light.
I observed the station wagon approach traffic hit its brakes end swerve around the other vehicles without signaling, entering the next northbound lane or just drive in the middle of both lanes. I observed the vehicle pass upon a highway that way four times (A violation of 22107 CVC ), also causing other vehicles to hit their brakes.
As my red light turned green I began to catch up the station wagon in an attempt to stop it. As I approached the vehicle I again saw it cut off mother vehicle again causing it to slam on their brakes.
I caught up [o the vehicle on State St just south of Ramona Expressway in the #2 lane. I activated my overhead emergency lights and siren. The station wagon again swerved out of the #2 lane around another vehicle and swerved back into the #2 lane putting mother vehicle between us, and accelerated.
I again caught up to the vehicle north of Ramona Expressway and it finally yielded and stopped on State St at the intersection of Sagecrest. I contacted the driver of the vehicle, Ronald Miscavige, who identified himself with his California driver license and an expired insurance card (Exp. 04/04)
I asked Ronald what he was doing driving so recklessly. Ronald said he was late for work. Ronald said, "I know I ran a red light". Ronald continued by saying he was wrong and deserved a ticket but he was very late for work. Ronald asked me to beat him instead of giving him a ticket.
I informed Ronald he was under arrest for 23103 CVC, Reckless driving and had him step out of the vehicle. I detained Ronald in the mar of my patrol unit and had his vehicle towed pet 22651 (H) CVC by Pirots Towing. The vehicle was later entered into NCIC as stored.
I transported Ronald to the San Jacinto Station to be finger printed and cite released. While driving to the station Ronald again said, he was wrong and I was doing my job correctly. Ronald wanted me to understand that he is not a criminal and usually doesn't break the law.
Ronald was issued a citation for 23103(a) CVC, Reckless Driving (Any person who drives any vehicle upon a highway in willful disregard for the safety of person or pr property is guilty of reckless driving) and 16028(a) CVC, No proof of current insurance.
I am forwarding this case to the District Attorney's office for a review and filing. This case is closed by arrest.
