Back during the List One Era in the late 70s, I had already
decided that if anyone were to order me to the RPF, I would
refuse.
At that time (1978) many, many Sea Org members were put in the
RPF. Almost all had been assigned as supposed "List One R/Sers".
One day, though, I remember thinking, "If Larry Spencer (the
FBO) is an SP, then maybe I am.". (Larry had been assigned to
the RPF, and it seemed very wrong.) For a split second I
considered that if Larry Spencer was an SP, then I could be
too. Larry had been one of the first staff members at ASHO to
be assigned to the RPF.
Later on, many, many more executives were sent to the RPF. The
CMO Mission was doing E-meter checks for "R/Ses" on all staff,
starting from the top of the Org board and working its way
down. Seven out of the first eleven staff to be checked for
"R/Ses" were determined to be "R/Sers".
By this point, I realized that something was definitely wrong.
Hubbard said that only 2 percent are "SPs". So why was the
percentage of staff who were "R/Sers" so high?
Sea Org staff continued to be sent to the RPF at an astounding
rate. In very short order, over 200 Sea Org members were in the
RPF. It had become the largest org in PAC.
I had decided that there was no way I would ever report to the
RPF, should I have been ordered to go there. I knew I wasn't an
"SP".

Yes. There was a VERY LARGE increase in the number of Sea Org
members sent to the RPF. At this time (1978), the PAC RPF was
the largest org in PAC. This huge increase in Sea Org staff
members being sent to the RPF was during the time Wayne Marple
was in PAC on "A Commodore's Mission". It was a Flag Mission
Order (FMO 1674). Wayne was a key Sea Org member involved in
getting the Cedars Complex renovated. He also had been given
orders to find a suitable location for the Cadet Org "ranch".
The Mission 2nd on that mission was Jack Dirmann, wife of Irene
(Dunleavy/Howey) Dirmann. It was just prior to this time that
Irene was transferred from her post of Commanding Officer ASHO
Day, to the Office of Evaluation and Execution (at Flag). And
Jack Dirmann, who had been the Hubbard Communications Office
Area Secretary (HCO Area Sec, or HAS) ASHO Day was ordered onto
the mission as the Mission Second with Wayne Marple.
Wayne had orders ("MO's") for a number of targets on his
mission. One of the targets was to get the Cedars Complex
renovated. It was during this time that the RPF grew to be the
largest org in PAC.
How *convenient*!! Naturally, using the RPF members as a labor
force to renovate the Complex saved a LOT of money since RPF
members get only 1/4 pay and RPF's RPF members get NO PAY per
policies (FOs) on the pay for Sea Org members (see Flag Order
3075 series, Flag Order 3434 series and FCO 2990-2).

Most likely you remember the Flag Representative ASHO Day,
Linda Mazer (later McNeely after she married Gerry McNeely,
one-time Assistant Guardian Finance GLA) and Bruce Richeson,
Deputy Flag Representative ASHO Day. And there was a young lady
named Paula, with straight, shoulder-length blonde hair, who
was D/FR ASHO Day in the mid-70s. Do you recall her last name?
You probably berthed in the Hollywood Inn at 6724 Hollywood
Boulevard. That's where I was first berthed when I arrived in
LA for SO duty. In order to make room for my wife, son and me,
Tony Cifarelli was moved out of his berthing space. The reason
he was moved was that he had a "2D space" (room) all to
himself. His wife, Patty, was doing finance training at the
Guardian Office World Wide. So the Berthing I/C moved Tony's
belongings out of his room to make room for me and my family.
For about three days we stayed in this first-assigned room.
Then we were moved to a different room. Within a week, my wife
was told she wasn't qualified for the Sea Org and was ordered
to move out of the Hollywood Inn building.
She ended up living in a house with Ruthie Weissberg, her young
son David (the minor child later ordered into the RPF's RPF),
and an ASHO Foundation non-Sea Org Typist, Ray Peck. I was
moved into a dorm with eight other male SO members (all
single). We all had to share one bathroom facility! What a mad
scene that was every morning. (Picture nine men all trying to
use the same facility to shower, shave and use the toilet...)

This is true. CI ("counter intention") is taken as a direct
non-compliance to the "Commodore". There is an issue which
states that Commodore's Messengers are to be treated as if they
are L. Ron Hubbard since they are his messengers. What one says
or does to a CMO Missionnaire, one says or does to the
Commodore personally. And it *was* a CMO Mission that worked on
the "List One" Mission in conjunction with the FMO 1674 "A
Commodore's Mission".
The CMO Mission doing the "List One Rock Slam" meter checks (a
different Mission than Marple's) had orders to find the "SPs"
on staff in the Sea Org. This was accomplished by doing metered
checks for "List One R/Ses". The Missionnaires ordered
virtually ALL Sea Org staff in PAC, one at a time, into a room
over the LA Org on the second floor of the Cedars Complex. I
was amongst one of the very first Sea Org members to be meter
checked. The Missionnaires doing the "List One R/S" checks
started at the top of the org board. ASHO Day went through
three Commanding Officers within a week or so. Paul Koval (who
had previously been a Saint Hill Special Briefing Course
Supervisor promoted to Deputy Commanding Officer prior to
Irene's transfer to Flag) was RPF'ed as a "List One R/Ser".
Then Dawn Granger Prager (wife of Supercargo Alan Prager) was
made Commanding Officer. She had previously held the post of
Public Officer (head of Division Six -- Distribution Division).
She was RPF'ed. Then I believe Maggie Butterworth, (wife of OSA
man David Burtterworth) who formerly held the post of LRH
Communicator was made Commanding Officer.
Many many other RPF assignments followed, sometimes several in
the same day. Others I recall being RPF'ed were Larry Spencer,
FBO ASHO Day; HCO Cope officer Bill Skrifvars; HCO Area
Secretary Eddie Hansen; Treasury Secretary, James Neil Chapman;
Senior C/S, Barbara Rubio; Technical Secretary, Allen Grondin;
Address Officer, Don Saito; and Qual Sec, Norm Novitsky. All of
these Sea Org members were sent to the RPF as supposed "List
One R/Sers".
I recall being very concerned about the extremely HIGH
percentage of staff being "found" to be "R/Sers". According to
L Ron Hubbard, approximately 2% of the human race are "SPs".
The org was so destabilized "unmocked" by the removal of mass
numbers of staff, that a special program was implemented to
make staff into "execs" in order to re-organize and "re-org
board" the org.
I wondered HOW it was that SO MANY dedicated Sea Org members
could be "SPs". It didn't make any sense to me that
approximately 63% of all ASHO Day staff who were checked for
"R/Ses" could be found to be "List One R/Sers". Yet this is
what was being published in the almost-daily Ethics Orders
rolling out of the HCO Mimeo Unit.
When _seven_ out of the first _eleven_ staff to be checked were
sent to the RPF as "List One R/Sers", I sat down and wrote a
letter to Ron on the SO-1 Line to draw this situation to his
attention.

Many many RPF assignments were ordered as a result of the WITCH
HUNT. That is why there were OVER 200 Sea Org members in the
PAC RPF during the "List One Era". Scientology management
actually refers to this period as the "List One Era".
Later on, there was an issue blaming one of the CMO
Missionnaires for having "misread" "dirty needles" as "Rock
Slams". I believe her name was Paulette Ausley.

Over 200 Sea Org members were on the RPF and worked on the
Cedars Complex renovations. After the renovations were nearly
complete, another Flag Mission arrived in PAC to set up a
"Board of Review" to see if "injustices" had occurred with the
massive assignments to the RPF of so many Sea Org staff.
Most all were given a "reprieve" and said to have been
subjected to an "injustice" due to "MU's" of the staff who had
done the "List One R/S" E-meter checks! An Ethics Order was
issued blaming Paulette (Ausley?), saying she was responsible
for this travesty of injustice on so many Sea Org staff. The
issue said she had gross "MUs" on what an "R/S" was, and had
been incorrectly been interpreting "dirty needle reads" as
"R/Ses".
But by the time the obvious (to me, at least) injustice was
"discovered", the renovations on the Cedars Complex were done!
How "coincidental"...

OK. Here it is. All of the persons below were Sea Org members
who were sent to the RPF. This list is based upon my personal
recollection of events which occurred between 15-20 years ago
while I was still in the Sea Org. You will not find the names
below listed on a single issue (like an Ethics Order). The
individuals listed below were Sea Org members mostly in PAC at
the time they were ordered to the RPF. A large percentage of
these people were sent to the RPF as supposed "List One
R/Sers", although others were sent because of other reasons
like "out-2D" behavior, for being "low OCA non-producers",
"repeated stat crashers", etc.
I suppose I should make a disclaimer in the event I make a
mistake or two. So in this regard I will say that I could be
mistaken about a few of the individuals on this list. Anyone
who feels I have erred is welcome to make a correction, for
although I am a "Clear" and my memory is pretty good, it is not
perfect.
