What evidence, if any, is there that Scientology Inc. attempted to silence Ms. Shaner (the mother of the dead girl) via blackmail and intimidation? (Evidence other than the crime syndicate stalking her wherever she went.)
As for the death of Ms. Moxon, now and then I replay the events that occured on that date at that time, and I tend to wonder just what the crime syndicate would have done with the body if Barb and I were not outside with our "STOP KILLING PEOPLE!" signs when they killed her.
My thought below are pure speculation on my part, based upon what I observed then and what I have learned later (via a.r.s.). What I write below could very well be totally wrong, and are therefore my opinions only.
It seems to me that the Scientology mob first planned on stuffing the charrd body into a car, crashing the car on the highway outside the compound, and setting it on fire. The reasons I think this are two: (1) the crime syndicate called Emergency Dispatch ("911") and told Dispatch that a car had crashed and caught on fire on the highway, and, (2) the crime syndicate sent four PR twits out to prevent Barb and I from walking too far up the street.
Let's look at number TWO here.
A) Ken Hoden was so desperate to get us to leave that he invited Barb and I out to *LUNCH!* (Showing the world that the crime syndicate doesn't really fear picketers and protesters.) He said he would pay, and he suggested Denny's "Grand Slam" breakfast (if I recall correctly).
B) When that failed, Gimpy came out and, when her faking a knee injury failed to keep us from walking up the street, she invited Barb and I *INSIDE* the compound to have lunch at the business' *CAFETERIA!* (Again showing they do not actually fear protesters.) Gimpy staggared around on her non-injured leg muttering "Ooo! Smell that lunch! Doesn't it smell great?" I think I know *WHY* she said this a few times--- perhaps she thought that we could smell Ms. Moxon's charred flesh, and her "shore story" for the smell was "We're cooking lunch." If Barb and I had accepted the offer to go into the cafereria (yeah, right!), I believe we would have been promptly arrested for "tresspassing." When I told Barb "I wanna see what's up the street that they are trying to keep us from seeing," Gimpy's face twisted in painful dismay. (Barb did not follow me up the road, so I turned back out of concern for her safety.)
C) Two more goons, one of which was very "on the prod" and belligerent, were sent out to harass us. Upon recollection, I suspect that these two were sent out to physically prevent Barb and I from going too far up the road and therefore witnessing any "hanky panky" with the body. In other words, I think it likely that if Barb and I had walked just 50 or 60 yards farther up the road than our actual circuit was that day, we would have been jumped, beatten to the ground, and "arrested for tresspassing"
(perhaps they would have dragged us into the compound).
D) A Television News camera team zoomed up to me, stoped, and asked me where the car crash was. This tells me, in retrospect, that the crime syndicate did indeed first report a "car crash and fire," and that Dispatch sent a EMT out specifically geared for a burning car crash.
INESCAPABLE CONCLUSION #1: Either Scientologists cannot tell the difference between a burning car crash and a transformer vault accident, or the crime syndicate was planning on masking the actual cause of death of Ms. Moxon. Is there *ANYONE* here in a.r.s. who does not know the difference between being outside in a burning car, and being inside an underground transformer vault?
Anyone? Anyone at all? Has anyone here ever confused a 238-pound manhole cover for a steering wheel?
Somewhere along the timeline, someone discovered either (1) a charred body is nearly impossible to move without leaving evidence that the body had been moved, or (2) the EMT was just a minute or two away, and it was too late to stage a car crash.
"911" Dispatch then received an "update" stating that someone had died in a "building fire."
INESCAPABLE CONCLUSION #2: Either Scientologists believe that concrete can burn and / or was currently burning, or the crime syndicate was working on a second "shire story" to mask the real cause of death.
If my SPECULATION (above) is valid, the question then arrises:
why had they planned on masking the actual cause of death?
Perhaps they feared what Ken Moxon would do when he found out what happened to his daughter. Perhaps Mr. Moxon knows a great deal about GO/OSA's activities.

I may have not been clear. The family filed a suit and the suit was settled. I have to get the amount of the suit from a second source before I can say what it was. I have had no luck in this regard, but have not put a lot of effort into it since the Lisa case has been delayed to January.

You produced decent speculations. Mine run this direction and for what it is worth have been examined for consistency with the way scn works by a number of former members.
Some three weeks before Stacy's death a ground squirrel had gotten into the vault and across the wires. The current exploded the rodent with enough force to blow the lid off the vault. The power was knocked off to that part of the base served by that set of transformers. As happens in scientology (when something goes sour near the leader) a policy gets written, like LRH's one of rinsing shirts in 13 buckets.
So there was a policy, inspect the vaults for rats once a week--said policy including going to the bottom. Only problem was the policy didn't include turning off the power. If there was anyone who knew a thing about what they were doing (and there was) then this policy is an example of "depraved indifference" as the legal textbooks put it.
This might not even have been the first time she went into the vault, someone small, careful and *very* lucky might be able to do it a few times without being killed. But this time she slipped getting on to a partly opened 6 foot stepladder in the 8 foot deep vault and fell right into the bare wires.
Why bare wires?
This was an uncommon installation. Usually underground transformers use insulated wire and fittings so they can operate under water if the vault gets flooded. These installations are somewhat more expensive than pole mounted transformers because, for example, the transformer cans have to be stainless steel. If you have a vault that has natural drainage, the electrical code permits using pole transformers--and bare wire. It is just *assumed* that nobody will ever enter the vault when the power it on.
The confusion and fact that it took them some time to come up with a shore story indicated to me that it really was an accident, though of course, sending someone into a hot vault full of bare wires is legally "depraved indifference" to human life.
I doubt they considered moving the charred body no matter what excuse they used to get the emergency people out there.
But the whole thing follows the normal pattern for scientology, start with some minor problem, getting construction machines out of (*)'s sight before Thursday 2 p.m,, a rat across the wires or Lisa McPherson going psychotic and proceed (under standard policy of course) to make the situation a thousand times worse. Then spend millions of dollars on lawyers and court settlements to clean up the mess. In Stacy's case, because there was nobody to stand up for her, they got away without the last step.

Of course he does, he was smack in the middle of it back in the mid 70s. But you should have been listening when I mentioned I was going out to gold base to picket over Stacy's death and Kendrick Moxon went psychotic over the phone. Scientology's psychological rewards (brain chemicals actually) means way more to him than his own children.
Typical of intense cult members and dope addicts.
