This is not exactly correct. It would be more correctly stated: "In the early part of 1977, Hubbard became enthused by a project which would later come to be called the 'Purification Rundown', which he believed would rid the world of problems he attributed to drug use."
Before the Purification Rundown came into existence, there was a prior program called the Sweat Program. The references on it are:
HCOB of 8 February 1978R Revised 18 March 1978 "LSD and the Sweat Program"
HCOB of 6 February 1978R-1 "LSD and the Sweat Program - Addition" and HCOB of 30 April 1978 "The Sweat Program Further Data".
My certificate for the Sweat Program was issued on July 25, 1978. A scan of it is here: http://warrior.offlines.org/19780725sweatpgmcomp.jpg. I attested to completion of the Sweat Program in accordance with a provision in the bulletin under the section pertaining to "program oddity".
The Purification Rundown HCOBs came later. The first issue which called the program the Purification Rundown was the HCO Bulletin "The Purification Rundown Replaces the Sweat Program", released on December 4, 1979. This HCOB cancelled the February 1978 issue "LSD and the Sweat Program - Addition".
It also cancelled the HCOB "The Sweat Program Further Data" issue of April 30, 1978.
The 4 December 1979 HCOB revised and re-titled the bulletin of February 6, 1978. (Don't ask me for all the revisions; the bulletin is 19 pages long, and the revisions are not in italicized script.)
I was one of the very first persons to complete the Purification Rundown, which was "piloted" in Los Angeles, or "PAC" (Pacific Area Command). Many of us executives at ASHO and AOLA were *ordered* to do the Purification Rundown pilot program. A scan of my Purif. certificate is webbed here:

During this time period of my being on the Purification Rundown, ASHO was subjected to a situation handling mission from International management.
Bill Franks was the missionaire in charge. His mission ran from December 1979 until mid-to-late March '80; I'm not sure exactly when he completed his mission at ASHO, but it was after Hubbard's birthday on March 13, 1980.

The bulletin referred to here is HCO Bulletin of 31 May 1977 "LSD - YEARS AFTER THEY HAVE 'COME OFF OF' LSD".

Well, this is not exactly correct. The Purification Rundown HCOB wasn't issued until December 4, 1979. Perhaps Dincalci put together many of the elements of the Sweat Program. However, I have no personal knowledge that he did so.
