Aw c'mon, employing those PIs is a ~humanitarian~ act. The ones they are employing are certainly too stupid to get a ~real~ PI job, so the "church" is lovingly granting the charity of helping them while they are down (or inept). [They ~do~ know that the PIs they are hiring are inept and stupid, don't they?] Either that, or the PI agencies are laughing all the way to the bank, pulling in big bucks without having to assign any of their competent people to the task.
