I'm glad you asked that question.
At that time (September 20, 2001) Cathy Norman was the Director of Special Affairs for Scientology Texas. As the local OSA representative, part of her "hat duties" include taking pictures and making daily/weekly reports "uplines"
to OSA LA and Int. The photos are intended as documentary information which is shared across the OSA Network. The information is stored in a computer.
Cathy Norman becomes unhappy when one or more persons carrying signs which say "Who is Xenu? See www.xenu.net" on one side, and "Scientology lies! See www.scientology-lies.com" on the other side, because it is considered to be an "attack upon Scientology" according to Hubbard's and OSA's policies.
And, accordingly, an "attack" results in her "stats" going down. She is required to do the things she does, i.e., to take pictures, to report the "incident" to her seniors in LA and Int, and to write reports to her seniors with things she has done or is doing to "handle" such a "situation".
To sum it all up, she took pictures of me because she is required by policy to do so. Failure to take pictures of me would be seen as "not wearing" her "hat" (not doing her job duties as required), which is an "ethics offense"
in Scientology, punishable by a "treason assignment", at least.
