    They want an excuse for not releasing OT 9-*.  Easy to say if
    you don't make the orgs expand, you can't have the levels.  
    They'll get cash short and drop the requirement soon.
    
    I'm sure that OT9 + are all the recycled OT levels from 4-7 
    that were replaced by NOTs exorcism.
